Rogue developers on Mombasa govt watchlist as county gears up for El Niño rains

Developers undertaking construction works in wetlands and waterways are on the Mombasa county government watchlist, the County Executive Committee Member of Lands, Physical planning, Housing and Urban renewal Mohammed Hussein reveals.

The senior county official, while on an inspection tour of the drainage systems in Utange, warned rogue developers, saying the illegal construction of structures in wetland areas have altered the natural flow of stormwater.

“If you were given approvals for construction and you did not follow the guidelines, we will come for you. We cannot allow a few individuals to ruin the lives of hundreds of other Mombasa residents,” said Mr. Hussein.

Environmental experts also link the floods to the construction works in wetlands saying they have blocked the sewer lines.

If not tamed then the situation will cause displacement of hundreds of residents as their homes will end up getting submerged in the rainy waters.

The county government of Mombasa has embarked on a rigorous stakeholder engagement seeking to put in place mechanisms to mitigate the impacts of the anticipated heavy rainfall during the months of October, November and December.

Several places have been mapped as areas likely to experience flash floods within all the six sub-counties.

In Utange and Kashani within Kisauni sub-county for example, box culverts, span bridges and vertical drains will be installed and those already in place unclogged, in readiness of the El Niño rains.

Mombasa governor Abdulswamad Shariff Nassir said, “Soon we are going to issue adverts for the construction of drainage systems. This is just one of the interventions we are executing to avert any likelihood of having floods in the region,”.

In Ziwa La Ng’ombe for instance, at least 50 soak pits have been put in place to help in collecting and disposing of waste water safely away from the houses.

“We have opened all the vertical drains and we are servicing them. As you know places like Ziwa La Ng’ombe is a basin, it is the lowest point in Nyali and all the water converges there. So we hope that the drains will help deal with the problem there,” CECM for Transport and Infrastructure Dan Manyala.

The county Emergency Response Committee has been meeting to strategise on disaster preparedness as the country braces for the expected heavy rainfall.

Command and rescue centres will be established across the county, working with the Kenya Red Cross and other government agencies in order to coordinate measures to facilitate effective preparedness.

“We will be prepared as well in the event that we need to evacuate people living in the lowland areas especially in the informal settlements,” said governor Nassir.

According to the Kenya Meteorological Department, the Oceanic Niño Index (ONI) , a system used to measure the strength of El Nino, shows a prediction index of 2.0 degrees Celsius against 2.4 degrees Celsius in 1997. This means that the country is expected to receive above average rainfall.
