Kilifi Governor Mung’aro enacts major administration overhaul targeting senior officials

Kilifi Governor Gideon Mung’aro has continued to make changes in his administration with the latest move seen as targeting senior county employees in the previous government.

In the new changes, the governor through the acting County Secretary Martin Mwaro has replaced the County Chief Procurement Officer and Head of Supply Chain Matano Riziki Choga and replaced him with Evelyn Kache Kazungu.

Matano who has been moved to the County Public Service Board, has been in the position since 2013 and served under former governor Amason Kingi who is the current Speaker of the Senate.

Mung’aro also rearranged services in his cabinet and approved the appointment of all Chief Officers as accounting officers and the County Executive Committee Member (CECM) for Finance John Raymond Ngala has been given sweeping powers to oversee the process.

“The CECM for Finance has commenced the process of declaring County government departments, municipalities, sub-counties and level four hospitals as procurement entities. For effective implementation of the changes envisaged above, the CECM Finance has appointed all chief officers as accounting officers,” said Mwaro in a statement.

Ngala was last month moved to the lucrative Finance docket from the Department of Tourism, Trade and Cooperative Development and replaced Yaye Shosi Ahmed who was moved to the Department of Public Service Management, Devolution and Civic Education.

At her new docket, Shosi has been snatched from the division of Special Programs and Disaster Management which has been moved to the Department of Gender, Culture, Youth and Sports that is headed by CECM Ruth Dama Masha and the former will remain with the County Enforcement Unit.

Also in the changes, all seven Sub County administrators have been recalled to the county headquarters for further instructions and other persons appointed in acting capacity while procurement slots in all Sub-Counties and other county government agencies declared as procurement entities will be filled progressively.

To address the thorny issue of casual employees, all county departments have 14 days to give proposals on how the casuals in their dockets will be handled and at the same time they will sign performance contracts.

“It will be a challenge to implement the performance management framework with the high number of casual employees, therefore departments with a high number of casuals are given fourteen days to submit concrete proposals regarding filling of positions held by casuals substantively,” stated Mwaro.

Kilifi County has at least 890 casual employees serving in different departments with the acting County Secretary adding that due to their current status, they fail to enjoy the privileges enjoyed by employees on a permanent basis.

The leader of the minority in the Kilifi County Assembly and Tezo ward MCA Thomas Chengo welcomed the move saying that it will enhance service delivery since the persons appointed are of high integrity.

“We are happy with the changes because I am confident they will help in improving service delivery,” he said.

The move to shake the procurement department in the county has sent shock waves with many contractors, investors and some county employees now worried that the docket will be open to scrutiny hence attracting the Ethics and Anti-Corruption Commission (EACC).
