Kilifi Governor revamps the county inspectorate to help in revenue collection
The County government of Kilifi has revamped its inspectorate as it eyes improving its revenue collection to KES 2.5 billion in this financial year.
Governor Gideon Mung’aro while launching the Transport Inspectorate Directorate in Kilifi town also said that the county will in the next two months have its own County law courts to charge by-law offenders hence reducing the burden in the normal law courts within the county.
“When you arrest an offender, take him straight to court and that is how we will raise revenue in this county. The prosecutions will make people disciplined and this will improve service delivery,” he said.
The County was able to collect KES 1.1 billion as its own revenue by the end of last week recording an improvement from the initial KES 800 million that was being collected in past years.
“We have already crossed the KES 1.1 billion and next year I want to collect KES 2.5 billion and you will help me collect that money and don’t put it in your pockets. We are not going to have volunteers in revenue collection to curb corruption and we will employ everybody who is handling money because we don’t want temporary people to do financial matters,” he added.
Members of the National Assembly from various constituencies in the county heaped praise on Mung’aro for being able to collect more money eight months into office compared to the previous administration.
Ganze MP Kenneth Kazungu warned the inspectorate against taking their new roles as avenues to harass residents saying that if such happens then the image of the department will be dark.
He also lauded the setting up of County law courts where small offenses will be prosecuted arguing that the move will also boost revenue collection.
“We are going to get a county magistrate and this will help the county officers to gain respect I warn the inspectorate team not to copy what the police are doing by harassing residents since it will lower their respect among locals,” he said.
Kilifi South MP Ken Chonga challenged the County administration to employ more inspectorate officers to serve the whole county especially the new municipalities of Mariakani and Mtwapa.
“I want to thank the governor for taking the milestone that he has made towards the collection of revenue and also with the upgrading Mtwapa and Mariakani to municipalities, this force is a necessity,” he said.
He added that revenue allocation from the national treasury should be boosted by won revenue hence there was a need for robust revenue collection systems in place.
“We have so many challenges and money from the national government is not enough and counties should come up with their own structures to raise as much revenue as possible,” he said.
His sentiments were echoed by Kilifi North MP Owen Baya who said that he will support the governor especially when it comes to improving revenue collection.
“I heard for the first time that revenue collected in your eight months in office has surpassed KES 1.1 billion and I want to commend you on that,” he said.
The Kilifi County Transport Regulation and Control Act was passed by the Kilifi County Assembly in 2016 but were yet to be assented into law.
In the new Act, the directorate which had its staff trained at the County Inspectorate Training School in Mombasa and will among others will exercise all functions, powers and duties related to traffic regulations and control act.
They will also regulate the use of the county roads and other public ways and bridges canals, waterways and light rail of county parking facilities, sideways and give ways at or adjacent to transportation interfaces and connection to such facilities and will also liaise with all stakeholders responsible for roads control and regulations.
