Cabinet appointments: Counties to hold by-elections
Garissa Township constituency, Kandara Constituency, and Elgeyo Marakwet Counties will all head for by-elections following the appointment of Aden Duale, Alice Wahome, and Kipchumba Murkomen to the Cabinet.
The constitution provides 21 days for the respective speaker, in this case, both Moses Wetangula and Amoson Kingi, to notify the Independent Electoral and Boundaries Commission of the vacancies in these areas.
“The respective Speaker shall, within twenty-one days after the occurrence of the vacancy, give notice in writing of the vacancy to the Independent Electoral and Boundaries Commission.”
Once the IEBC has been notified, the commission has 90 days to hold a by-election.
President William Ruto named his cabinet today, September 27, in a move that rewarded his strongest defenders.
Aden Duale has been appointed to the Ministry of Defense. Duale will head the ministry tasked to facilitate and support the Kenya Defence Forces (KDF).
He was re-elected as Garissa township Member of Parliament for a fourth time on a United Democratic Alliance ticket. Duale’s support for Ruto saw him lose his Majority Whip position in the 12th parliament as the Jubilee Party sort of ways to silence Ruto.
Elgeyo Marakwet Senator Kipchumba Murkomen also suffered a similar fate in Senate. Murkomen has handed the Ministry of Transport, Infrastructure, Housing, and Urban Development and Public works.
He successfully defended his seat after beating the outgoing governor, Alex Tolgos.
Possible contenders eyeing Murkomen’s seat include Lawyers Kiprop Rutto Marrimoi and Daniel Kipkemoi Murkomen, Eliud Kiptoo Lorpesa, and Tim Kipchumba among others.
MP Alice Wahome will take over the Ministry of Water and Sanitation and Irrigation. The vocal Ruto defender successfully defended her Kandara MP in the August polls.
She is regarded in the area as a “freedom fighter” and is a member of the “Big Five”—a grouping that also includes Deputy President Rigathi Gachagua, Naivasha MP Jane Kihara, former Gatundu South MP Moses Kuria, Kikuyu MP Kimani Ichung’wah, and Kiharu’s Ndindi Nyoro—who in April 2018 launched an effort to seize Mt. Kenya voters from former President Uhuru Kenyatta.
Residents of these areas will now await the directive from the speakers before IEBC announces the by-election dates.
