I will not be proud but extremely firm, Kindiki says on replacing Matiang’i

The Interior Cabinet Secretary nominee Kithure Kindiki has said he will not be proud and arrogant in his service as head of the country’s security.

Kindiki was responding to a question by Majority Leader Kimani Ichung’wa who wanted to know whether he will conduct himself like his predecessor if approved.

“I believe that the ultimate trait of leadership is humility. We will be humble and submit ourselves to all authority, starting with the appointing authority and all state agencies,” he said.

The Committee on Appointments probed Kindiki on whether he unlike his predecessor would obey summons by the National Assembly.  Kindiki said, “I will obey the summons and invites and comply with all directions of Parliament because it is a symbiotic relationship.”

His predecessor, Fred Matiang’i had a dicey relationship with Parliament which is mandated with oversight of the Executive Arm of the government. He also had challenges complying with court orders.

Kindiki said he will be humble and respect all arms of government but he will be extremely ruthless with people seeking to destroy the country’s peace.

“99 percent of our people are law-abiding. The one percent that are lawbreakers we will be ruthless with them and we will speak very little about or with them, he said.”

Last year, MPs were incensed after Interior CS Fred Matiang’i and PS Karanja Kibicho snubbed them. The National Assembly Committee on Administration and National Security claimed that the ministry’s top brass only appears before them to defend their budget proposals but ignores invites and summons meant to address pertinent issues raised by the members.

Kitui Central MP Makau Mulu, a ranking member of the committee, said that for the last three-and-half years, he has served in the panel, the CS and PS have only appeared less than three times.

In 2020, Matiang’i ain failed to show up after following his summon by the Senate to explain the arrests of three senators.

In 2018, Parliament threatened to impeach Matiang’i for snubbing the committee twice. The House had 60 questions the CS is supposed to respond to.

The then-House Speaker Justin Muturi sent a stern warning to Matiang’i over his conduct towards parliamentary committees. Muturi directed the committee to summon the Cabinet secretary and get back to the House should he fail to allow them to “deal with him”.

“Summon the CS, failure to which the House can deal with him. We can drag him to the House. We cannot entertain a situation where 60 questions remain unanswered,” Muturi said.

On the question of the country’s rising mental health scare among the security forces, he said he will be front and center in seeking active solutions to the quickly growing challenge. According to Kindiki, the rising mental illnesses among security apparatus is caused by low morale and low remuneration, poor working conditions visa vee the risks they under take.

“I intend to equip, expand and fully capitalise on the wellness and counseling unit which I will link with National Police Serve  Hospital and Prison Service Hospital,” he said.
