Untrue! Wanga rubbishes CoB’s report on zero spending on development in Homa Bay

Homa Bay Governor Gladys Wanga has termed a recent report by the Office of the Controller of Budget that listed her administration as among those that spent nothing on development as untrue and misleading.

The governor said she has proof that she has utilised the public funds on different projects and that the report failed to give a true picture of what her government has done.

She blamed her political enemies of being behind the misinformation saying the truth can only be found in areas where she has undertaken different projects.

Speaking in Karachuonyo, she listed construction of roads and water collection points as among her achievements.

“I made a vow to make Homa Bay one of thr counties that excel in development. We have since moved from the bottom list to the top but some of our enemies are against it,” Ms Wanga said.

Controller of Budget Margaret Nyakang’o, in her report said Homa Bay is among 10 counties including Nairobi, Embu, Kericho, Machakos, Samburi, Wajir, Kilifi, Turkana and West Pokot that spend nothing in the first quarter of the current financial year on development.

The report indicated zero expenditure on development in the county’s expenditure in the first quarter of the 2023/24 financial year.

Even so, Ms Wanga termed it as one which does not accurately reflect her county’s development activities and financial management during the said period. 

Her spokesperson Atieno Otieno issued a press statement saying the governor has made development strides over the past few months after being elected.

“We would like to clarify and set the record straight. During the first quarter of the financial year, Homa Bay County made significant progress in various development projects and initiatives focused on improving infrastructure, healthcare, education, and other key sectors,” read the statement.

Notable achievements during her tenure, Ms Wanga said include the completion of Raila Odinga Stadium in Homa Bay town, construction of the outpatient department at the county referral hospital, maternity unit at the Rachuonyo District Hospital and Magina Health Centre.

She added that her administration has constructed Miniambo health centre among other hospitals. 

“The county has also taken steps to modernise agriculture through the purchase of tractors and has upgraded several early years education centres, with plans to construct an additional 240,” read the statement.

Additionally, she said, efforts have been made to bring Kigoto Maize milling plant into operation and interventions in the water sector have led to increased access to clean and safe water by up to 30 per cent.

According to Ms Wanga, the county has also put focus on developing and revamping tourism sites such as Lake Simbi Nyaima.

She said the development and others signify her commitment to improving the overall wellbeing and prosperity of county residents.

She however acknowledged that her government is faced with challenges which includes delayed disbursements of funds from the National Treasury.

“This meant that we only received one capitation in the entire quarter. Despite the challenges, Homa Bay County is committed to promoting development and improving the welfare of its residents,” she said in the statement.

Ms Wanga assured residents that the county expenditure on development projects and initiatives is in line with budgetary allocations and is being executed properly.
