Yatani rubbishes Gachagua’s ’empty coffers’ remarks, terms claims ignorant

Treasury Cabinet Secretary Ukur Yatani on Thursday dismissed Deputy President Rigathi Gachagua’s allegations that the government’s coffers were empty, claiming that the DP’s sentiments were made in ignorance.

Yatani, who was speaking at the induction of Senators in Naivasha, said the government sometimes fails to fulfill its tax collecting targets, resulting in delayed cash delivery to some institutions.

“I really don’t know whether to sympathise with the situation because there is really a lot of ignorance about it,” Yatani said.

Yatani went on to say that the low performance of income raised nationwide affects treasury disbursements not only to counties but also to the rest of government.

“Government does not collect money, keep in the store and distribute it after one month or one year. We raise revenue on a daily basis and we fund government on a daily basis,” Yatani said.

In his inauguration speech, Gachagua said President William Ruto took over a beat up economy that will have to be rebuilt from scratch.

He claimed that the previous administration left the country with a bloated economy that the current will struggle to rebuild.

“We have talked to the treasury, and the coffers are empty. We will have to start from scratch,” Gachagua said.

However, Yatani did not disclose if the country indeed had a Ksh 93 million balance, as some of President Ruto’s allies claimed.

Following the publication of a gazette notice by the Treasury revealing that the exchequer balance as of August 31 was Ksh93.7 million, Nandi senator Samson Cherargei claimed that the economy was no longer in the intensive care unit (ICU), but was in full wreckage.

“Ruto found only KSh 93.7 million at the treasury, Uhuru went home with everything. State Capture is real. The country is broke. Kenyans be patient, Ruto shall fix this through economic transformation and prayers from all of us,” Cherargei said.

Yatani slammed counties for relying on equitable share rather of generating their own source of revenue, causing them to struggle to fund their own budgets.

“Sometimes county governments present huge budgets, ending up spending money that they don’t have, thus accumulating huge amounts of pending bills,” Yatani said.
