Yatani designates Police IG Mutyambai as an accounting officer as directed by Ruto
National Treasury Cabinet Secretary Ukur Yatani has shifted the financial responsibilities of the National Police Service from the Ministry of Interior and National Coordination. The move is in line with the pledge made by President William Ruto during his inauguration on Tuesday.
In a letter dated September 15, Yatani told Inspector General of Police Hillary Mutyambai that he will now be the accounting officer in charge of the money allocated to the National Police Service in the 2022/23 financial year.
The letter says that the designation takes effect immediately with Yatani being overall responsible for the overall oversight of the management of public finances while the Interior CS is responsible in terms of policy direction, performance, and management.
“In order to facilitate the Cabinet Secretary responsible for your Ministry to perform functions under the Constitution, as an Accounting Officer, you are required to keep your Cabinet Secretary updated on all financial matters of the Ministry and provide information and reports as may be directed,” the letter states.
In his inaugural address, Ruto said that the constitution provides for the Inspector General of Police to exercise independent command over the National Police Service. However, he said that the operational autonomy has been undermined by what he described as the continued financial dependence on the Office of the President.
The Ministry of Interior is domiciled in the Office of the President with the Principal Secretary being the Accounting Officer. Ruto said that this has seen the police being controlled by the Ministry instead of operating independently as provided for by the Constitution.
“As I address you, I have instructed that the instruments conferring financial autonomy to the National Police Service by transferring their budget from the Office of the present and designating the Inspector General as the accounting officer be placed on my desk for signature this afternoon,” President Ruto said.
