Two lists? MPs puzzled as Jubilee Party submits a different list from Azimio
Retired president Uhuru Kenyatta’s Jubilee party has pulled a surprise within the Azimio la Umoja One Kenya Coalition by claiming slots in the National Assembly House leadership.
Despite Azimio fronting Jubilee Party nominated MP Sabina Chege to be deputised ODM’s Suna East MP Junet Mohamed for the Deputy Whip slot, through Secretary General (SG) Jeremiah Kioni it has submitted a different list to Speaker Moses Wetangula.
Speaker Wetangula while making communication on the names submitted by both political sides, shocked members with the Kioni list.
“I also received a letter dated September 21st from Kioni identifying the following members as the leadership of the Jubilee party parliamentary group in the National Assembly,” disclosed the speaker amidst jeers from the MPs.
The MPs fronted by Jubilee Party include Mbalambala MP Shurie Abdi Omar as Leader, Samuel Arama (Nakuru Town west) as Whip and Sarah Korere (Laikipia North) as his deputy, while Eldas MP Adan Kenyan fronted as secretary.
He states, “The distinguish immediate former member for Ndaragua constituency signs off as the Secretary of the Jubilee party and also notes that Jubilee Party remains a member of the Azimio coalition party,” said Wetangula.
The three sets of correspondence by President William Ruto’s Kenya Kwanza, Azimio and Jubilee Party complicates issues and cloud the impending decision by the speaker as stated in his communication to members.
Ruto’s named Kikuyu MP Kimani Ichung’wa as the Majority leader to deputised by his Kilifi North counterpart Owen Baya, while Raila named Ugunja MP Opiyo Wandayi as Azimio majority leader and Kathiani MP Robert Mbui as his deputy.
The president while attending the inaugural Kenya Kwanza Parliamentary Group (PG) in Naivasha last month maintained that his coalition commands the majority in the National Assembly and Senate.
Azimio’s presidential running mate Martha Karua has also claimed the majority slot, arguing that they deserve to lead the House business as the pre-election deal.
Kenya Kwanza settled on South Mugirango MP Silvanus Osoro as Majority whip to be deputised by Marsabit Woman Representative Naomi Waqo while Azimio also picked Suna East MP Junet Mohamed as Majority Chief Whip to be deputised by Chege.
Wetangula informed the MPs that he is in receipt of the correspondence sent to him on different days with Azimio through Junet, Kenya Kwanza both by Ichung’wa and Osoro and Kioni for Jubilee Party.
Wetangula noted that the action subsequently sets in motion the next step which is hindered by the latest development.
He revealed that the clerk is required to write to the leader of majority party and his minority counterpart, coping respective whips, asking for the names of the nine members nominated to sit in the House Business Committee (HBC).
“Faced with this conflicting correspondence, you will agree with me that it is impossible for me and the clerk to discharge those requirements of the Standing Orders at the moment. In the foregoing three pertinent issues arise, who is the bonafide leader of the majority and minority in this House, in the absence of the House Business committee (HBC), who transacts business of the House and who moves the business,” stated Wetangula.
In this regard, Deputy Speaker Gladys Shollei following Wetangula’ discretion was allowed to table 18 statutory instruments with constitutional times.
The matters irked MPs Ichung’wa, Wandayi, Junet, Aden Duale (Garissa Township), John Mbadi (Nominated) which each argued on the basis of being the majority, even as they list presented by Kioni hangs in the balance.
