The Ruto administration: Profile of Foreign and Diaspora Affairs CS nominee, Alfred Mutua

Alfred Nganga Mutua is a Kenyan politician who served as the first Governor of Machakos County from 2013 to 2017 and again from 2018 to 2022.

Mutua was the Kenyan government’s spokesman before leaving in 2012 to vie for Machakos County Governor. He established the Maendeleo Chap Chap (MCC) Party in 2016.

Mutua was born in the Machakos County town of Masii on 22 August, 1970. He has lived, studied, and worked in Kenya, the United States, Australia, and the United Arab Emirates, and he has worked as a journalist, businessman, professor, public servant, and politician in Kenya, the United States, Australia, and the United Arab Emirates.

Mutua went to school at Dagoretti High School (O level) and Jamhuri High School (A level). He graduated from Whitworth College in the United States with a BA in journalism and an MSc in communication from Eastern Washington University. He earned his doctorate in communication and media from Australia’s University of Western Sydney.

Mutua started his journalism career while still in high school, publishing his first story in daily newspapers at the age of 15. He began writing features for The Sunday Nation, Standard Newspaper, and the now-defunct Kenya Times Newspaper after graduating from high school. At the age of 19, he established his first company, Golden Dreams Company, and began publishing the newsletter/magazine “Golden Times.”

In 2005, he created Kenya’s first modern action TV series, “Cobra Squad,” which became a regional sensation. Other shows he produced include Beba Beba and “How to Be Rich in Africa.”

Political life

Mutua was sworn in as the first governor of Machakos County, one of the 47 counties established under Kenya’s Constitution, in March 2013. He was elected on the Wiper Democratic Movement Party ticket, with Mr. Bernard Kiala serving as his Deputy.

Mutua was named Kenya’s best-performing governor in 2015, 2019, and 2020. In 2015, Mutua’s Machakos was named first in an assessment of county governments’ success in satisfying their residents.

Machakos was the first regional government to open a cancer treatment and research facility, which is now fully operational and offering free care recognized under the Universal Health Coverage (UHC).

Mutua declared his candidacy for the 2022 Presidential Elections on September 6, 2020. He would seek the mandate of the people to become the 5th President of the Republic of Kenya. Mutua committed to help Kenyans enhance their wealth and entirely abolish corruption, a vice that has severely hampered service delivery in the country.

Mutua, however, discontinued his presidential bid later in 2022. After leaving Azimio, he declared his support for William Ruto’s presidential bid in May 2022, claiming that the coalition agreement inked with affiliate parties had not been made public, despite his threat to initiate a lawsuit.


Alfred Mutua married Dr. Josephine Thitu on July 1, 2000.  The couple had three children during their marriage. Alfred and Josephine’s marriage, however, ended in 2015, prompting Josephine and their three children to relocate to Australia.

Mutua established a love relationship with his then-partner Lilian Ng’ang’a after his first marriage ended. Mutua and Lilian announced the breakup of their seven-year romance on their respective social media accounts in June 2021.

Nomination to cabinet

Mutua was nominated Cabinet Secretary of Foreign and Diaspora Affairs by President William Ruto on September 27, 2022, following the creation of Kenya’s new cabinet. Mutua was selected to succeed Raychelle Omamo if he passes vetting.
