Ruto’s PSs sworn in as the President gets his way

President William Ruto has overseen the swearing-in of his Principal Secretaries at the State House this morning, December 2, as he counts another victory over the opposition.

The swearing-in was led by State House Chief of Staff Felix Koskei.

The President pledged to support and work with the PSs but reminded them the offices belong to the people.

“The jobs, responsibilities, and the positions you have been given are not private positions, family positions, or community positions they are positions to serve all Kenyans,” he said. 

MPs on Thursday defied the protest from the Minority in Parliament to approve all 51 PSs, ending the reign of former President Uhuru Kenyatta’s Principal Secretaries.

After the High Court lifted the injunction that had halted the process on Tuesday, November 29, the National Assembly rushed to vet and approve 30 PSs.

Parliament rushed to approve the nominees before the recess to avoid paralysis in the various state ministries. The break begins on December 2, 2022, and ends on February 13, 2023.

The motion to approve the PSs was tabled in Parliament on Thursday, December 1, prompting Azimio leaders, led by Minority Leader Opiyo Wandayi and Minority Whip Junet Mohamed, to stage a walkout from the chambers after the Speaker overruled their attempts to halt the approval process.

Wandayi and Junet moved to postpone the approval process so that lawmakers could read the report and make informed decisions.

Junet contended that the rush to confirm the nominees makes a mockery of the vetting process outlined in the 2010 Constitution.

“Vetting process was concluded on Wednesday, the report was brought just now. We will look like we’re doing a mockery to the process of vetting,” said Junet.

“Under the new Constitution, vetting is a serious matter. Members need to internalise the report unless we are a conveyor belt.”

Wandayi compared the rush to the House ceding authority to the Executive, claiming there was nothing urgent that warranted the speed.

“There is nothing earthshaking in any of these motions that if we don’t conclude them then the world comes to an end,” the Ugunja MP said.

The process was halted after the Law Society of Kenya (LSK) moved to court challenging the legality of the list compiled by the Public Service Commission.

LSK argued that the nominations were unlawful and unconstitutional for failing to meet the two-thirds gender requirement as well as regional and tribal balance.

Six of Kenyatta’s 44 secretaries have been retained.

Dr Belio Kipsang has returned to the Ministry of Education as PS Basic Education, while Dr Chris Kiptoo has been transferred from Environment and Forestry to National Treasury.

Harry Kimutai is still on the Livestock Development docket, as is Charles Hinga on the Housing and Urban Development docket.

Others who have been retained include Julius Korir, who has been named to the newly created State Department of Cabinet Affairs, and Peter Tum, the former CEO of Kenya Medical Training College.
