Ruto’s PS selections fail to meet two-third gender threshold

President William Ruto has settled on his picks for Permanent Secretaries forwarding the names to the National Assembly for vetting but has failed to meet the Constitutional two-third gender rule.

In the 51 man list, the President has nominated 11 women representing 21 per cent of his selections despite promising women 50 per cent stake in his administration.

The list is narrowed down from 9,154 persons who had applied for the principal secretary jobs. After interviews that were conducted by five panels of the Public Service Commission (PSC), the list of candidates was slashed to 250 names and submitted to the President.

The 11 women nominated are; Teresia Mbaika Malokwe for State Department for Devolution, Esther Ngero for State Department for Performance and Delivery Management, and Aurelia Rono for State Department for Parliamentary Affairs.

Others are Caroline Nyawira Murage for State Department for Correctional Services, Beatrice Inyangala for Higher Education and Research, Roseline Njogu for Diaspora Affairs, and Veronica Nduva for Gender and Affirmative Action.

Josephine Mburu for Health Standards and Professional Management, Esther Thaara Muhoria for State Department for TVET, and Susan Mangeni for State Department for MSMEs.

In June, Ruto signed a charter with women at Nyayo Stadium, promising to uphold the 2010 constitutional clause that says no more than two-thirds of any elected body can be comprised of one gender and promised to ensure government hiring bodies observe the rule as well.

“I do hereby commit that within three months of the Kenya Kwanza rule, we will put a mechanism to actualize the two-thirds gender rule,” he said.

“On the matter of gender parity, I am committed to the two-thirds gender rule as enshrined in our Constitution. I will work with Parliament to fast-track various legislative proposals and establish a framework that will resolve this matter expeditiously as promised in our manifesto.”

Many expected the PS appointments to at least have a significant number of women after the President failed to appoint enough women with his cabinet selections. Only seven women were picked for cabinet despite promising the country’s women half the cabinet.

“I commit on behalf of Kenya Kwanza Alliance that we shall allocate 50 per cent of all Cabinet positions to the women of Kenya.”

Only Susan Wafula (Health), Florence Bore (Labour), Penina Malonza (Tourism), Soipan Tuya (Environment), Aisha Jumwa (Public Service), Rebecca Miano (East Africa Community), and Alice Wahome (Water) made it to Ruto’s first cabinet.

While Ruto continues to formulate his government, keeping some of his campaign trail promises is increasingly becoming a tall order. After failing to meet the tests on gender in both the cabinet and PS positions, all eyes now turn to the Chief Administrative Secretary positions, to see whether the Kenya Kwanza government will pass the gender handle.
