Ruto: We are reviving Sh63 billion Arror and Kimwarer dam projects

President William Ruto has revealed plans for the implementation of the controversial Sh63 billion Arror and Kimwarer multipurpose dams that have been hit by scandals that led to the suspension and prosecution of key government officials linked to the scandal.

Former Treasury CS Henry Rotich was recently acquitted by the courts over the scandal in one of the most controversial ways with the trial magistrate fingering the prosecution for bungling the case.

The Head of State said yesterday that he will lead a delegation of key government officials and two governors, Wisley Rotich (Elgeyo Marakwet) and Susan Kihika (Nakuru) to seal a deal to facilitate the kick-off of the two projects that form the pre-campaign tool of the Kenya Kwanza administration.

“I will be going to Italy this month together with Governor Rotich and Governor Kihika to meet the President of Italy on how to expedite the implementation of these projects,” President Ruto disclosed during the interdenominational payers meeting in Iten, Elgeyo Marakwet County.

The Arror and Kimwarer dams were part of the Kenya Kwanza pre-election campaign tool and President William Ruto has in the past repeatedly denied reports that Sh21 billion allocated for the projects was lost.

The two projects have been rocked by mega scandals and a technical team appointed by former President Uhuru Kenyatta canceled the Sh22.2 billion Kimwarer in Keiyo South Sub-county after it was overpriced and neither technically nor financially viable, but approved the Sh28.3 billion Arror Dam in Marakwet East Sub-county.

The Sh35 billion Itare Dam water project in Nakuru County stalled six years ago and farmers in Nakuru County are counting on its completion to boost their food productivity.

President Ruto said a military camp will be set up in Kerio Valley and two administrative units – Kerio Valley and Kolowa Sub Counties – will be created to crack down on bandits and restore law and order in the insecure counties.

He said the current Recruit Training School (RTS) in Eldoret will be relocated to Kerio Valley as part of the intensified multi-agency fight against banditry.

“What is happening in Kerio is the last kicks of a dying horse, we have a clear plan on how to deal decisively with these criminals,” Dr Ruto said.

He said the purchase of modern military equipment will arrive this week to boost the war against bandits and rehabilitate schools and other facilities damaged by criminals who have launched attacks resulting in deaths and displacement of families.

“A security team including the Cabinet Secretary for Defence Adan Duale, the Chief of Defence Forces, Cabinet Secretary for Internal Affairs Kithure Kindiki and Inspector General of Police Japheth Koome have been on the ground strategising on how to eliminate the criminals,” Dr Ruto said.

He revealed that the government has found an investor who will pump in Sh4.8 billion to revive the Kenya Fluorspar mining company.

“We want the investor to start work quickly to create employment opportunities and later work out compensation for families displaced by mining,” said Dr Ruto.

He unveiled a number of measures to strengthen the agriculture sector to increase crop productivity and achieve food security, as well as protect the landslide-prone Kerio Valley escarpment.

Deputy President Rigathi Gachagua said he will on Thursday file a petition before the Judicial Service Commission (JSC) against Justice Esther Maina for alleged abuse of office in connection with a Sh200 million corruption case that was later withdrawn after the Kenya Kwanza administration took over.

“I will lead by example this Thursday at 2:15pm to personally present a petition before Lady Chief Justice Martha Koome against Justice Esther Maina to seek her removal from office for misconduct and corruption,” the DP said.
