Ruto outshines Raila in Parliament, scoops Speakers in both Houses

President-Elect William Ruto had a field day in Parliament as his Kenya Kwanza political formation scooped the coveted Speakers’ seats in both Houses of Parliament. Kenya Kwanza also bagged the deputy speaker positions in the National Assembly and the Senate cementing dominance in the 13th Parliament.

Former Bungoma Senator Moses Wetangula was elected Speaker in the National Assembly while Uasin Gishu Woman Representative Gladys Shollei got the deputy position. In the Senate, former Kilifi Governor Amason Kingi was elected Speaker with the deputy position going to Meru Senator Murungi Kathuri.

On Wednesday, while addressing Azimio MPs in Kajiado, President Uhuru Kenyatta who is also the chairman of the party’s council said that the legislators should use Thursday to show that they are the majority.

“Tomorrow I want to see whether you are in Azimio, if you are in Azimio stay in Azimio. We are the majority,” Uhuru said.

However, in what appeared to be an indicator of political dominance in both Houses, Ruto’s candidates attracted votes from MPs from Uhuru’s and Raila Odinga’s Azimio la Umoja. Wetangula got 54 votes more than the official Kenyan Kwanza in the National Assembly while Kingi got 10 votes more than the coalition’s numbers in the Senate.

Wetangula beat his main competitor former Speaker Kenneth Marende of the Azimio la Umoja Coalition. In the first round, where one needed a two-thirds majority (233 votes), Wetangula got 215 while Marende got 130.

Ordinarily, the voting would have gone to the second round but Marende wrote to the clerk saying he would not take part in the second round.

Looking at the pre-election agreements, Azimio has a total of 176 MPs in the National Assembly while Kenya Kwanza has 161 MPs. In the Senate, Kenya Kwanza has 33 Senators while Azimio has 33 going by the coalition agreements that are now on the line.

There were initial protests to his candidature after Azimio la Umoja MPs claimed that he had not properly resigned from his position as Bungoma Senator. However, the Clerk dismissed the protest on the strength of letters from Wetangula, the Senate, and the IEBC.

Azimio la Umoja Senators walked out of the Chamber after the Clerk communicated that Wiper Leader Kalonzo Musyoka had withdrawn from the race. Kalonzo had been endorsed for the seat after a meeting in Kajiado attended by all Azimio MPs, council chairman Uhuru Kenyatta, and Party Leader Raila Odinga.

Kingi got 46 votes meaning that 10 Azimio Senators voted for him in the election. Those outside Kenya Kwanza that voted for Kingi were Senators Johnes Mwaruma (Taita), Joseph Githuku (Lamu), Mohammed Faki (Mombasa), Stewart Madzayo (Kilifi), Juma Boy (Kwale), Abdul Haji (Garissa), James Lomenen (Turkana), Okiya Omtatah (Busia), Fatuma Dhulo (Isiolo) and Jubilee Nominee Margaret Kamar.

The 10 remained in the Chamber as others from Azimio walked out of the Chamber.

Kathuri got a free pass after his competitor, Stewart Madzayo withdrew from the race at the last minute.

Just like Ruto who made a reconciliatory speech on Monday after the Supreme Court validated his election, Wetangula and Kingi used their first speeches from the chair to urge MPs to work together for Kenyans.
