Ruto brings in fresh blood to revamp government operations
Former Solicitor General Kennedy Ogeto has been appointed as President William Ruto’s Legal Affairs Advisor, along with Agnes Odhiambo as the Head of Government Delivery Services, and Kanza Nzai Munyika as the Political Affairs Advisor.
These appointments were announced by Head of Public Service Felix Koskei on Thursday, and according to him, it is part of Ruto’s efforts to amplify the governance and delivery functions within his office.
Ogeto had previously served as Solicitor General under the previous administration of President Uhuru Kenyatta. He was replaced by Shadrack Mose, who took an oath of office on March 20.
Meanwhile, Odhiambo, the former Controller of Budget, was appointed to head the Government Delivery Services.
She had previously served as the first holder of the Office of Controller of Budget for eight years before being replaced by Margaret Nyakang’o in 2019.
The appointments are part of President Ruto’s efforts to constitute his administration fully, with changes being made in government structures.
Notably, the appointments were made hours after 50 Chief Administrative Secretaries (CASs) took an oath of office, and they are expected to help promote accountability, transparency, productivity, and openness in the management of public affairs.
“The governance and delivery functions will augment the existing institutional framework and aim to promote accountability, transparency, productivity, and openness in the management of public affairs not only within the executive office but also across all State Organs and Agencies,” read the statement in part.

The appointments come at a time many are questioning the rising wage bill of the executive.
President Ruto has created one of the most bloated Executive in the country’s recent history, which is expected to gobble up wards of KES 13.2 billion in five years.
