Retesting PSV drivers unrealistic, driving schools slam Murkomen’s order
The Kenya Driving School Association (KDSA) has criticised the Ministry of Transport for pushing for mandatory retesting of drivers in a bid to curb road carnage.
This comes after Transport Cabinet Secretary Kipchumba Murkomen ordered the re-testing of public service vehicle (PSV) drivers within 14 days.
“All PSVs, seven-seater and above and commercial vehicles with tear weight of 3048 above be presented for compliance checks with the relevant speed limiters within 30 days, failure to which all NTSA licenses will be invalidated”, Said Murkomen.
Speaking in Nakuru, KDSA national chairman Samuel Kariuki disagreed with the CS directive.
“You are the ones who have inspected this vehicle and you have been given an inspection certificate that is valid for one year. Unless the vehicle is involved in an accident, I don’t see why it should be inspected again,” said Mr Kariuki.
The KDSA boss added that the government’s plan was unrealistic.
“We are talking about 1 million plus vehicles, these vehicles have gone through the same thing and they have paid for that inspection, if you are told to go back for inspection, you will have to pay again, who will bear that burden?” He asked.
Kariuki questioned why the government was overburdening Kenyans.
“This is the same government that brought in speed governors that the National Transport and Safety Authority (NTSA) can monitor. Why should you make Kenyans pay more when you could have done it the other way?” He added.
The association also accused the NTSA of corruption in the issuing of driving licences.
“Someone got a class B licence less than two years ago and within that period he has a PSV licence and where does that come from, the NTSA. They should take their cross.”
The association blamed the government’s failure to enforce traffic regulations, among other things, for the increase in accidents in the recent past.
“The government is not serious, you will find a vehicle stalled on the road and nothing happens.”
Section 106 of the Traffic Act states that the police should remove stalled vehicles on the road to prevent them from posing a danger to other road users.
Karikuki pointed out that the government has been promising to install CCTV cameras for a long time, but nothing has been done. “They said they should have cameras, we have been talking about them in Kenya for about 20 years.”
He added that the use of speed cameras on Kenyan roads was just a channel for collecting bribes from motorists.
“The cameras on our roads are manned by people who hide somewhere just to check if you are speeding or if you have crossed a yellow line so that you can be arrested, bribed and go scot-free,” he said.
NTSA data shows that 1,189 people died between January and 1 April 2024.
7,198 were involved in accidents during the same period.
