PS Hinga proposes idle land tax to free land for development
Housing Principal Secretary Charles Hinga has proposed taxation on idle land, in bid to free up space for the affordable housing program.
Speaking at a retreat for the Senate Committee on Roads, Transport and Housing in Naivasha, PS Hinga said that land prices in Nairobi are among the highest in the world because people are holding idle land.
He said that such land should be put into productive use or be taxed.
He also urged prisons and railways to relocate from urban centers to make way for housing projects. He said that moving prison facilities out of towns would create more space for affordable housing.
This is not a new proposal. In an emotive land debate in the National Assembly in November 2022, which got the backing of majority of members, the speakers questioned why some individuals should own large tracks of land, which are lying idol while the country heavily relies on agriculture for food security.
The MPs want land not in use to be taxed, claiming that there are those owning up to 500,000 acres of land, almost the size of a county.
The motion by Kwanza MP seeking to publish the Rules and Regulation for private land use and management, outlining the minimum and maximum size of land holding in Kenya as stipulated in Article 68 (c) of the constitution has however been opposed by pastoralists MPs who read mischief in the setting the limits.
Currently, 5 affordable housing projects are under construction across the country, totaling an estimated 26,788 housing units.
The PS revealed that three more projects, totaling 50,000 housing units, will be launched within the next two months in Makongeni, Starehe, and Thika.
Simultaneously, construction of 850 housing units for disciplined forces is underway in Bungoma, Kajiado, Bondo, Thika, Chuka, and Langas, among other locations, and the units are now 70% complete.
