President Ruto appoints Anthony Ng’ang’a Mwaura as KRA Chairperson
President William Ruto has appointed Anthony Ng’ang’a Mwaura as Kenya Revenue Authority Chairperson for a period of three years effective today, November 18, 2022.
Through a gazette notice dated November 18, the President appointed Mwaura as the Chair of the KRA board as per the Constitution, with Treasury CS Njuguna Ndungu expected to appoint the rest of the board members.
“In exercise of the powers conferred by section 6 (2) (a) of the Kenya Revenue Authority Act, I, William Ruto, President of the Republic of Kenya and Commander in Chief of the Defence Forces, appoint, Antony Ng’ang’a Mwaura to be the Chairperson of the Kenya Revenue Authority, for a period of three (3) years, with effect from November 18, 2022,” said the notice.
Mwaura replaces the Head of Civil Servants Francis Muthaura who was appointed by retired President Uhuru Kenyatta in October 2019. Muthaura’s tenure was set to end in May next year after his term was renewed for the second time in 2020.
Mwaura was the National Elections Board of the United Democratic Alliance Party, UDA in the August polls. He is embroiled in a legal tussle with the Assets Recovery Agency that successfully sought orders to freeze his assets worth millions of shillings.
Mwaura is a co-director of Toddy Civil Engineering, which, along with Hardi Enterprises, is implicated in the KES 357 million corruption scandal at Nairobi County government during former governor Mike Sonko’s tenure.
The two companies failed in their bid to unfreeze their bank accounts and reclaim nine motor vehicles in July of this year. An initial appeal in July 2020, was thrown out.
According to ARA, on November 22, 2018, Hardi received some KES 102,414,130 through its Equity Bank from City Hall and split the money into five branches of KES 5,156,118, KES 48,651,988, KES 26,154,700, KES 18,063,443 and KES 4,387,839. Some of the money was later transferred to Toddy Civil Engineering, while some were wired to Sonko’s account.
Another account frozen at Equity Bank received a total of KES 175.5 million “in eight suspicious split transactions between October 15 and November 22, 2018”, from the county government.
Hardy Enterprises Limited and Toddy Civil Engineering Company Limited requested that the Court of Appeal overturn the High Court’s decision to deny their request for review of the orders that froze their KES 277 million in various banks.
Ng’ang’a stated that some of the seized motor vehicles are not the proceeds of payments received from the city-county government while urging the Court of Appeal to overturn the High Court’s ruling dated July 10, 2020.
The President also appointed Hamisi Mashobo Mwaguya to be the Chairperson of the Board of the Kenya Maritime Authority, David Wamatsi Omusotsi to be the Chairperson of the Council of Kenya Utalii College and James Waore Dianga to be the Chairperson of the Lake Basin Development Authority.
Other appoints are Joseph Kiptoo Kasaon to be the Chairperson of the Board of the Kenya Meat and Jackson Tuei to be the Chairperson of the Sports, Arts and Social Development Fund Oversight Board.
Halima Yussuf Mucheke has been appointed to be the Chairperson of the Board of the Tourism Regulatory Authority.
Agriculture CS Mithika Linturi appointed John Mtuta Mruttu to be a member and Chairperson of the Board of the Agricultural Finance Corporation.
“In exercise of the powers conferred by section 4 (2) and 4 (3) of the Agricultural Finance Corporation Act, the Cabinet Secretary for Agriculture and Livestock Development appoints— John Mtuta Mruttu to be a member and Chairperson of the Board of the Agricultural Finance Corporation, for a period of three (3) years, with effect from November 18, 2022,” said the notice.
Their appointments begin immediately, and they will serve for three years on the respective boards.
