Police Service Commission pushes for upward review of police officer salaries and rotation of IG

The National Police Service Commission (NPSC) has made a number of proposals to a task force charged with improving the terms and conditions of police and prison officers.

In a memorandum presented to the task force, the NPSC called for an upward review of police officer salaries, with a 79% increase in the basic salary of a police constable from 20,390 KES to 36,450 KES, to compensate for the long period police officers have gone without a salary review.

In addition to the salary hike, the NPSC has recommended a policy of rotational headship for the Inspector General of Police, with the position being rotated among three units of the Kenya Police Service (KPS), Administration Police (APS), and Directorate of Criminal Investigations (DCI).

The rotation system is used in the military, where the Kenya Army, Kenya Airforce, and Kenya Navy produce a general at a time. ”

The commission recommends a policy on rotational headship and rise to the top command of the IG-NPS from among the constituent service of NPS i.e KPS, APS and DCI,” said the NPSC.

The NPSC also called for an amendment to section 28 of the NPS Act, 2011, to deliberately bar members from outside DCI from becoming heads of DCI.

Furthermore, the commission asked for medical cover for recruits during their training and for an officer to have served in a duty station for a continuous period of at least one year before being transferred.

“Transfers shall be made between the last week of November and the third week of December every year except in exceptional circumstances as approved by the Commission,” NPSC added.

Eliud Kinuthia, the chairperson of NPSC, emphasized the importance of focusing on salary and allowances for police officers.

“We need to focus more on the salary and allowances. This will ensure that officers get reasonable pension upon retirement,” he said.

He also recommended that the President appoint the Inspector General with proposals from Parliament and that the service and commission be allowed to recruit civilians to perform non-core duties.

“The President is the one who appoints the IG. We recommend that Parliament propose names; they should consider the services and the background,” Kinuthia said.

The NPSC’s proposals are aimed at improving the welfare of police officers and ensuring a fair and just transfer system.

The commission hopes that by implementing these proposals, the working conditions and overall morale of police officers will be greatly improved.
