Police expose how fraud syndicate infiltrated NTSA to forge car registrations

The Directorate of Criminal Investigations (DCI) has announced the arrest of 11 suspects in connection with a high-level motor vehicle registration fraud at the National Transport and Safety Authority (NTSA).

According to the DCI, detectives noticed discrepancies during a systems audit of the NTSA’s Transport Integrated Management System (TIMS) after suspecting that some NTSA officials were using back-office accounts to fraudulently register motor vehicles.

“In the ongoing investigation by cybercrime detectives from the National Forensic Laboratory, the main suspect was arrested at a house in Lavington where he was operating a suspicious account that had infiltrated the TIMS system to illegally register vehicles,” the DCI said.

The DCI added that in the months of March and April alone, 47 vehicles had their chassis altered while 54 were fraudulently added to the system.

The audit also revealed that the suspect, who is not an NTSA employee, had access to several fictitious accounts within the NTSA system and played a key role in the organisation’s back office activities.

Three NTSA employees, believed to be accomplices of the suspect, were also arrested.

The DCI also believes that officials from the Kenya Revenue Authority (KRA) were also involved and arrested a KRA official.

The Directorate had previously made arrests in a case where corrupt NTSA officials, microfinance institution staff and auctioneers had been targeting vehicle owners through logbook loan scams.

“Before the bona fide owner of the logbook realized that his or her logbook had secured a loan, auctioneers from the microfinances involved would be rudely knocking on their doors to impound and sell the vehicles for not servicing loans that they did not take.”

The DCI revealed that they later arrested two men who were caught at a cyber cafe in Ngara, along Desai Road, with 450 genuine motor vehicle logbooks.

They added that at the cyber cafe, an application for a logbook would take a few hours before it was delivered by an NTSA insider, while other Kenyans waited for months for their documents.

“The mastermind of the syndicate would also illegally develop affidavits and commission them before sending them to their contacts at NTSA for forced transfer of motor vehicles. In a matter of minutes, the transfer of a motor vehicle would be finalized, exposing the possibility of one’s vehicle being transferred without their knowledge.”
