Police Arrest Alleged Leader of Kericho’s Mulot SIM Swap Syndicate
On Friday morning, police in Kericho arrested David Mutai, also known as Hillary Langat Matindwet, the leader of the wanted Mulot SIM swap syndicate.
Mutai was detained outside of the Kenya Commercial Bank, where police suspect he was planning another heist. Members of the public alerted the officers on the scene to Mutai’s presence, leading to his arrest and subsequent transport to the local DCI headquarters in Nairobi for prosecution.
This arrest comes only hours after it was revealed that Mutai, who has multiple identities, was running for the Nyangores ward seat in the Chepalungu Constituency in Bomet County in the lead-up to the 2015 General Election.
Mutai is suspected of directing a thieving racket that reportedly defrauded a South Rift MP of KES 941,000 earlier this month, leading to the arrest of three suspects by DCI investigators.
In addition to this recent incident, Mutai has also faced accusations in court for allegedly defrauding Francis Atwoli, the Secretary-General of the Central Organization of Trade Unions, of KES 100,000 in 2014.
Mutai claimed to be collecting the money on behalf of the then-county leader, Isaac Ruto, as a gift to cover burial expenses when Ruto’s daughter passed away.
However, Mutai was apprehended when he returned to Atwoli to request an additional KES 100,000. He was charged, convicted, and imprisoned for nearly a year for this crime.
Mutai has a history of criminal activity, having served a jail sentence in 2006 for allegedly defrauding Professor Wilson Langat, the former Sports Secretary, of KES 400,000, though he escaped prosecution.
In 2008, he was charged with targeting Josiah Sang, a former Permanent Secretary, and stealing more than KES 200,000.
