Parliament to make key committee appointments to fast track CSs vetting

The National Assembly will today and tomorrow make key committee appointments to fast-track the vetting of Cabinet Secretary nominees.

On Tuesday afternoon, Parliament will appoint members of the House of Business Committee, who will be in charge of monitoring and overseeing the implementation of the House business and programmes.

The committee will implement the Standing Orders respecting the scheduling or programming of the business of the House and the functioning of the Committees of the House.

The House Business Committee will consist of the Speaker (chairperson), the Leader of the Majority Party, the Leader of the Minority Party and not less than twenty-one and not more than twenty-nine members, nominated by parliamentary parties and approved by the House at the commencement of every Session.

Membership will reflect the relative majorities of the seats held by each of the parliamentary parties in the National Assembly and takes into consideration the interests of Independents.

Last week, NZ speaker Moses Wetang’la ruled that Kenya Kwanza is the majority coalition in the house and thus Kikuyu MP Kimani Ichung’wa will serve as the majority leader for the 13th Parliament.

Progressively, tomorrow, October 12, legislators will appoint members of two key House committees that will affect the vetting of 24 Cabinet Secretaries nominated by President William Ruto.

First will be the Committee on Selection, which will nominate members to serve in various House committees, then the Committee on Appointments, which will vet the CSs.

Committee on Selection
The Committee on Selection is established pursuant to the provisions of S.O. No. 172 and it consists of the Leader of the Majority party who is the chairperson, the Leader of the Minority party, not less than eleven and not more than nineteen members, who are nominated by parliamentary parties and approved by the House.

The Committee on Selection nominates members to serve in Committees, save for the membership of the House Business Committee and Committee on Appointments.

The Committee on Selection is appointed within ten days of the assembly of a new House.

Committee on Appointments
The Committee on Appointments is established under the provisions of S.O. No. 204.

It consists of the Speaker as a Chairperson, the Deputy Speaker, the Leader of the Majority Party, the Leader of the Minority party, the Deputy Leader of the Majority Party, the Deputy Leader of the Minority party and not more than twenty-two other Members nominated by the House Business Committee, on the basis of proportional Party Membership in the House.

The Committee on Appointments is appointed within seven days of assembly of a new House and serves for a period of three years and that appointed thereafter shall serve for the remainder of the term of the Assembly

In the absence of the Speaker, the Committee elects a member, from amongst its members to chair the meeting.

The Committee on Appointments considers, for approval by the House, appointments under Articles 152(2) (Cabinet secretaries).

The quorum of the Committee on Appointments is one-half of the Members of the Committee, but the Speaker is not counted for the purposes of the quorum and does not vote.
