Members of Parliament troop to their two Chambers this morning to shape the future of the leadership of the National Assembly and the Senate as they take their oath and later elect their Speakers.
The Speakers positions are an important component as whoever gets the National Assembly position becomes the country’s third in command. The coveted seat also gives the holder immense power and authority to control Parliament’s agenda in line with the separation of powers doctrine.
The race for the National Assembly Speaker has boiled down to the two main coalitions – President-Elect William Ruto’s Kenya Kwanza and Raila Odinga’s Azimio la Umoja.
Former Speaker Kenneth Marende is the candidate for the position under Azimio la Umoja while Former Bungoma Senator Moses Wetangula is the candidate under Kenya Kwanza.
None of the political formations has a super majority of two-thirds that would see only one round of voting. This suggests that the MPs will vote again in the second round which requires just a simple majority.
The same scenario is expected in the Senate where Wiper Kalonzo Musyoka of Azimio la Umoja is facing off with former Kilifi Governor Amason Kingi of Kenya Kwanza.
While Azimio has a simple majority in the National Assembly based on pre-election coalition agreements, it loses the political majority after PAA, MCC, UDM, MDG, and MDDG aligned themselves with Ruto’s Kenya Kwanza.
In the Senate, with Wetangula out both coalitions have 23 elected Senators but Kenya Kwanza numbers are boosted by nominated Senators after getting 13 of the 20 slots.
