NPS commission welcomes reforms to police welfare

The National Police Service Commission (NPS-C) has pledged to support the police reforms being sought by the Kenya Kwanza Administration as it seeks to improve the welfare of police officers.

NPSC chairperson Eliud Kinuthia addressed the media on Tuesday and urged all police officers not to shy away from sharing their challenges to the police reforms task force.

“We are looking forward to the outcome of the task force and we hope that many areas will be looked into to improve the welfare of police officers,” Kinuthia said.

“We have been concerned with the allowances and working conditions of police officers working in hardship areas and far-flung areas like North Eastern, Coast, and Rift Valley all of which are facing serious challenges of insecurity.”

The commission praised President William Ruto’s government for hiring over 5,000 police recruits. According to Kinuthia, the new officers have been appointed to their jobs pending confirmation that will take place after six months.

The NPSC chairperson also highlighted the change of insurance coverage from the National Health Insurance Fund (NHIF) to a consortium of health providers led by CIC General Limited Insurance. Others are Old Mutual General Insurance Kenya Limited and Britam General Insurance.

Kinuthia acknowledged that the issue of integration of police officers into the community did not work properly and that the NPSC had raised it with the task force and was awaiting their recommendations.

Earlier this month, President William Ruto appointed a 20-member task force to review police officers’ welfare in the country.

The task force is chaired by former Chief Justice David Maraga, deputized by Carole Kariuki.

The task force will have among its duties the assessment and recommendation of improvements for the working and living conditions of police officers, as well as the identification and recommendation of legal, policy, administrative, institutional, and operational reforms in the National Police Service (NPS) and Kenya Police Service for effective service delivery.

It will also “review and recommend improvement of police welfare in all cadres of the NPS and KPS and all other matters incidental to the optimal service delivery by the NPS and KPS.”

Kinuthia said he hopes the task force will review the police salaries which at the moment stand at KES 35,000 for a police constable entry level.

He also revealed that in late 2022 one commissioner left office and the process to replace him has begun.
