Nairobi County interdicts three officers in connection with Kasarani building collapse
Nairobi County has sent home three officers interdicted due to negligence of their duties, including inadequate supervision, which led to the collapse of a building three days ago at Season Village, Kasarani.
The three have been given ten days to respond failure to which further stern disciplinary action will be taken against them.
The officers are Michael Agoya, the Senior Superintendent of the Building, Catherine Wairimu, an enforcement officer, Kasarani Sub-County, and Beatrice Kimathi, the Chief Superintendent Building.
According to a press statement by the County, the names of the officers have been forwarded to Directorate of Criminal Investigations (DCI) for further probing.
Governor Sakaja Johnson said, “If I find any officer from Nairobi County culpable, at any point, for allowing construction of non-compliant developments to continue they will go home and be charged. The developer of the building in Kasarani is responsible for the deaths and we will work with the DCI to hold him accountable. He did not have permits from the County and has continuously ignored enforcement notices to stop construction, this kind of impunity must stop.”
Preliminary investigations revealed that the building lacked both Nairobi City County and the National Construction Authority’s statutory approvals (NCA). The developer had previously ignored noncompliance notices, the most recent of which was issued on the morning of the incident, Tuesday, November 15.
The NCA closed the construction site the same morning, labelling it dangerous and hazardous, but the owner ignored the notice and reopened it later that day. So far, three people have been confirmed dead, and the search for survivors is ongoing.
Meanwhile, Sakaja announced the reconstitution of the Urban Planning Technical Committee (UPTC), which was established in 2009 to replace the Town Planning & Works Committee. The multi-sectoral Committee will meet twice a month to facilitate the evaluation and consideration of development permit applications submitted to the planning authority.
It comprises, Brenda Nyawara, Architectural Association of Kenya (AAK); Eng. Jane Mutulili, Engineers Board of Kenya (EBK), Eng. Christine Ogut, The Institution of Engineers of Kenya (IEK), and Margaret Njuki, National Environment Management Authority (NEMA).
The others are; Dr. Abdulmalik Tuesday Gichuki, Kenya Alliance of Resident Association (KARA), Racheal Kisiangani, Kenya Institute of Planners (KIP), and Stanley Karaya Kimani, Nairobi Water and Sewerage Company (NCWSC).
The county will be represented by the heads of departments and technical officers from Urban Planning, roads, public health, lands, and survey.
