Murkomen: Why we have increased Expressway charges
Transport Cabinet Secretary Kipchumba Murkomen has defended the heavily critisised increase in Nairobi Expressway payments, citing several reasons for the adjustment.
According to the breakdown of the toll charges, prices have gone up from the current range of Sh100 to Sh310 to a new range of Sh170 to Sh500 across all the stations along the Mlolongo-Westlands route.
Via X on Monday, the CS pegged the 39 percent increase to the depreciation of the Kenyan Shilling against the dollar.
Additionally, Murkomen said the formula embedded in the 2021 Project Agreement of the Expressway determined new rates, which the government is obligated to follow.
“The adjustment was done based on the Project Agreement taking into account the depreciation of the Kenya Shilling to the United States dollar since the time of gazettement of the Toll Rates in April 2022,” he said.
“The formulae for computing the new rates is already embedded in the agreement taking into account the loan facility by the investor which was borrowed using USD.”
The CS proceeded to add that the good thing about the expressway is first that the government of Kenya did not give a traffic volume guarantee otherwise the taxpayer would now be paying a lot from the interest accrued and inflation plus the difference unmet by less traffic flow. Second, the consumer has an alternative route which is not tolled.
