Mudavadi: Finance Bill didn’t come out of nowhere, public servants were part of process
Prime Cabinet Secretary (PCS) Musalia Mudavadi has defended the controversial Finance Bill 2023 stating that “policies are not coming out of the blue”.
Speaking during the graduation of the first cohort Public Service Commission (PSC) emerging leaders programme Mudavadi shunned critics of the Bill noting that a team of experts was consulted before any decisions were made.
“Do you really think that the government of Kenya Kwanza has just gotten those ideas of how to get out of this economy from nowhere? Public service is involved. Who is writing the budget? Who is cracking the numbers? And who is advising Ndung’u on where to tax and where not to tax? You have seen the numbers, the state of the economy and you know what it takes. It is through you that the Ministry of Finance is able to formulate those ideas,” he said.
PCS Mudavadi also affirmed that promotions in the public service should be based on measured deliverable performance.
“I believe that through nurture and hard work, public servants should be able to rise to the highest ranks. Promotion in the public service should, therefore, be based on measured deliverable performance, which is the product of hard work,” he said.
He added that the public service Emerging Leaders programme was set up to target the youth and their role in better public service management .
“They are a clear indication that the commission has the pulse on emerging trends in the public service and the importance of youth. I associate closely with the two initiatives because I am a firm believer in a professional public service,” he said.
During the event, some 51 young people graduated and 65 others joined the programme.
