Ministry says 16,000 Grade 9 classrooms to be ready by December

Education Cabinet Secretary (CS) Julius Ogamba has expressed confidence that the government will complete construction of 16,000 grade nine classrooms by the end of the year.

The ministry, he said, is rushing against time to provide the much needed infrastructure before the pioneer class of the Competency based curriculum (CBC) join Grade 9 in January 2025.

Speaking after addressing Technical Training institutes principals at Meru National Polytechnic on Friday, Mr Ogamba reiterated that construction of about 12,000 classrooms is already on course.

The government received Sh11 billion from the World Bank for construction of more than 11,000 classrooms while the National Government Constituency Development Fund (NG-CDF) is expected to finance the remainder.

“We are still committed to ensuring a smooth transition for Grade 8 learners. By January, we will be ready to receive the Grade 9 students in all schools across the country,” Mr Ogamba said.

He said the ongoing recruitment of 46,000 teachers was meant to absorb the Junior Secondary School (JSS) intern teachers on permanent and pensionable terms.

The CS, who had joined TVET institutions principals in marking the first anniversary of Competency Based Education Training (CBET) curriculum, said the ministry is also streamlining its budget to enhance funding for technical training.

He said while there are about 500,000 learners in public TVET institutions, there is potential to increase the number to more than 2.5 million.

“Currently, we have 243 TVET institutions. If each achieves an enrolment of 10,000 students, we will have more than 2.4 million learners across the country. This can be achieved through more innovative programmes,” the CS said.

TVET Principal Secretary Esther Muoria said the institutions were also adopting virtual learning to address the challenges of increased learners.

On the controversial Higher Education Funding model now halted by the court, Mr Ogamba said the government was keen on developing a product that serves all students.

“I am aware of the unique TVET learning approach and the new funding model will seek to serve all year admission as well as students under recognition of prior learning. I urge principals to adopt an open communication approach and inform students what the government is doing to improve the funding model,” he said.

CS Ogamba said the TVET training curriculum had been enhanced to meet the global job market needs including introduction of foreign languages for trainees.

The education CS challenged the TVET institutions to develop programmes for skilling workers in neglected skills such as farmhands, fire fighting among others.
