Kindiki: Parliament must approve Haiti deployment
Interior Cabinet Secretary Kithure Kindiki has said that the Constitution allows President William Ruto to deploy troops to Haiti with the approval of Parliament.
“Article 240 of the constitution requires that for the president to deploy any forces outside the country whether it is KDF or any other force that constitutes organs of national security, parliament must approve,” Kindiki said.
The Independent Police Oversight Authority (IPOA), however, has raised questions about being sidelined in the deployment process, particularly with regard to the safety and preparedness of the officers involved.
IPOA Chief Executive Officer (CEO) Elema Halake expressed doubts about the inclusion of certain critical security agencies in Kenya in the deployment plan for the Haiti mission. Halake highlighted IPOA’s lack of information on the number of officers to be deployed, the units from which they would be drawn, their preparedness and concerns for the safety and welfare of the officers.
“From where I sit as the CEO of IPOA, we don’t know and we are seeking to understand from the IG. We are interested in the numbers, how are we going to arrive at the number we are going to deploy to go to Haiti,” said Halake.
The United Nations Security Council (UNSC) recently approved the deployment of a multinational force to Haiti to tackle the problem of violent gangs in the troubled Caribbean nation. Kenya was chosen as the lead country for the mission, raising questions about the selection process.
UN senior human rights adviser Li Fung said Kenya had volunteered to join the multinational force at the request of UN Security Council member states. She added that pre-deployment training was an emerging issue recognised by the UN Security Council.
Meanwhile, IPOA is actively seeking answers about the level of readiness and preparedness of the Kenyan officers who will be deployed.
An advance team of Kenyan officers is already in Haiti on a reconnaissance mission, although the deployment date has not yet been announced.
Key UN Security Council resolutions for the mission include a one-year deployment, with a review after nine months, and significant financial support from the US government to facilitate the mission.
