KDF, police reach truce after scuffle at Likoni ferry

Personnel from the Kenya Defence Forces and the National Police Service have resolved their differences following a dramatic confrontation at the Likoni ferry crossing channel on Saturday.

The truce was reached after a meeting called by the Likoni sub-county security committee on Monday, April 29, attended by representatives of the KDF and NPS to address the public altercation, which was filmed and shared on social media.

“We don’t want indiscipline among the officers, we are working for the same government and therefore we should always work for a mutual relationship,” Likoni Deputy County Commissioner, who is also the chairperson of the Likoni Sub-county Security Committee, Mr Mwangi Wambugu, told NTV in an interview.

The meeting tasked the military police and the NPS to conduct independent investigations into the incident, corroborate statements and propose appropriate action against those found culpable.

The top officers of both security formations, including the commanding officer of the Kenya Naval Base Mtongwe, Lieutenant Colonel John Mutabari, the Likoni Sub-County Police Commander Geoffrey Ruheni and the head of security at the Kenya Ports Authority, Tony Kibwana, met at the ferry’s headquarters to call a truce between the two formations and then to find out what sparked the outrage that led to the ugly brawl.

According to Mr Wambugu, initial investigations have revealed that the confrontation was caused by a miscommunication between the NPS officers manning the channel and the KDF soldiers.

At the time, the military officers had arrived in Likoni and were trying to force their way through to the ramp to board the ferry, leading to a disagreement between them, the private security guards and the police.

“There was a breakdown in communication and our main objective was to find a remedy to ensure that this does not happen again. We discussed issues of cooperation to ensure that both security agencies work as a team in the future,” said Mr Wambugu.

After their closed-door meeting, the reconciliation team visited the security officials at the ferry jetty where the management of the Kenya Naval Base at Mtongwe and the National Police Service apologised and promised to keep the peace.

The meeting at the ramp on Monday night was also meant to de-escalate tensions, with the officers involved in the confrontation seemingly pleased with the intervention.

Saturday’s altercation raised public concern as it was the third incident in two weeks in which the KDF and police officers were in open conflict.

A similar incident had previously been reported in Turkana and another in Kilifi County.
