Kalonzo says Ruto’s legislative agenda failed to capture issues affecting Kenyans

Former Vice President Kalonzo Musyoka has criticized President William Ruto’s legislative agenda he outlined to Parliament on Thursday claiming it failed to address ‘critical concerns’.

Kalonzo said Ruto’s plan did not address the county’s economic position and the national standard of living.

In what he termed as the shortest speech by a Head of State to Parliament since its inception, Kalonzo said President Ruto needed to understand that the political campaign season was over and that it was time to act rather than make promises.

“It is now our duty to remind this administration of their campaign promises. Actions speak louder than words. It can never be promises after promises after promises,” Kalonzo said.

Kalonzo claimed that Ruto had failed to address the issue of rising living costs as promised, and he questioned the acquisition of the 1.4 million bags of subsidized fertilizer that had subsequently been distributed to farmers around the country.

“Just like there was the rush to subsidize fertilizer on 19th September 2022, the some urgency should have first and foremost been applied to the rapidly rising cost of living. We also question how this fertilizer was procured; when it was procured; and, where it was sourced from,” Kalonzo said.

Kalonzo went on to state that he had asked MPs to conduct an inquiry into the matter and asked President Ruto to consider lowering fuel prices as global fuel prices were on the decline.

The former VP, who is a member of the Azimio coalition, also characterized Ruto’s decision to cut Ksh 300 billion from the 2022-23 budget as “overly ambitious and only a promise”.

“The Ruto Administration initiative of utilising savings for development instead of borrowing is another camouflaged promissory note,” he noted.

Kalonzo questioned Ruto’s choices of Cabinet Secretaries, claiming that he did not keep his pledge of appointing half of the Cabinet to women and that some of those nominated were unsuitable to take office.

“The selection of cabinet secretaries, some of whom have active criminal cases, is questionable. This was not procedurally done, on the basis of competencies and personal integrity and we shall direct our MPs to withhold approval of those who do not meet the Chapter Six threshold of our Constitution,” he said.

In regards to elections, Kalonzo said that the Independent Electoral and Boundaries Commission (IEBC) should be reformed in order to ensure free, fair, and credible elections in the future. He also referred to the Judiciary as a captured judicial system that had been negatively influenced in order to undermine the rule of law and the cause of justice.
