Joe Sang appointed acting KPC boss a month after acquittal on corruption charges

The Board of Directors of Kenya Pipeline Company Limited (KPC) has announced the appointment of  Joe Kimutai Sang as Acting Managing Director, effective immediately.

Sang takes over from Irungu Macharia, whose 3-year contract expired on January 1, 2023.

According to Faith Bett, Chairperson of KPC, Sang’s brief but highly effective tenure at KPC (2016-2018) saw remarkable changes in the management and performance of the State Corporation.

Bett stated that she was part of the KPC board that witnessed the profitability of the Company rise steadily from 2016 when he assumed management, culminating in a record Profit Before Tax of KES 12.4 Billion (KES 8.6 Billion after tax) in 2018. This is the highest profit in the 45-year history of the Company.

However, since Sang’s forced exit in December 2018, the Company’s performance and profitability has taken a significant nosedive, resulting in a Profit Before Tax of KES 6.9 Billion (KES 1.6 Billion after tax) in 2021, representing a drop of more than 80% in a period of four years. Bett attributed this decline to the current staff dissatisfaction and low morale, which is reflected in the Company’s output.

In light of these developments, the KPC Board has determined that Sang is the most suitable person to be appointed to the position of Acting Managing Director, given his good performance record with the Company and his experience with the issues and processes at KPC.

Sang has previously worked with WHO-KEMRI as a Project Economist, Financial Accountant with National Oil Corporation of Kenya (NOCK), Management Accountant with Unga Limited, Head of Finance for East African Breweries Limited (EABL) Subsidiary, Head of Group Performance and Reporting for East African Breweries Limited (EABL) Group, General Manager Finance & Strategy with KPC and later Managing Director in April 2016.

Sang holds a Bachelor of Arts Degree in Economics and a Master of Business Administration (MBA), Strategic Management both from the University of Nairobi. He is also a Certified Public Accountant (CPA) and Member of the Institute of Public Certified Accountants of Kenya (ICPAK).

Joe Sang and five former managers were cleared of all charges in the KES 1.9 billion Kisumu Oil Jetty case by the Anti-Corruption Court in December 2022.

Trial magistrate Victor Wakumile’s decision was upheld by the court, which determined that there was insufficient evidence to prove the criminal allegations of abuse of office, undertaking a project without prior planning, and willful disregard for rules governing the management of public funds.
