
House Defence Committee to table report on KDF deployment in DRC
The Parliamentary Committee on Defence, Intelligence, and Foreign Relations is set to table a report on the deployment of Kenyan troops in the troubled Democratic Republic of Congo amid claims that the president made the move without Parliament’s approval.
The report comes a day after Defence Cabinet Secretary Aden Duale faced the Committee defending the move to send 900 troops as part of the East Africa’s regional force tasked with ending years of bloodshed.
The committe that is probing the deployment has raised issue with the manner of deployment, argueing to contravenes the provisions of the Constitution.
The probe came after Duale wrote to the National Assembly last week asking parliament to approve rapid deployment of Kenya Defence Forces personnel to the East African Community regional force to the DRC for peacekeeping operations.
MPs led byTiaty MP William Kamket questioned the sequence of events, saying the letter from Defence Cabinet Secretary Aden Duale came to the House on Wednesday afternoon while President William Ruto commissioned the troops to DRC on Tuesday last week afternoon.
“I would like to know what comes first, because the officers were commissioned yesterday (Wednesday) and the Cabinet Secretary has communicated today. Is Parliament therefore going to do a post facto review of what has already happened or what is the role of Parliament?” asked Kamket.
Article 240 (8) of the Kenyan Constitution states that the National Security Council, with the approval of Parliament, deploys troops outside Kenya for peace support operations.
And, speaking before the House Committee on Defence and Foreign Relations yesterday, Duale stated that, despite the president flagging off the troops, the troops had not yet been deployed and would not do so until the House gave its approval.
Duale was accompanied by Deputy CDF Francis Ogolla and attempted to put the legistrators at ease mounting a case for the six-month deployment that will cost taxpayers KES 7.2 billion.
Despite their efforts to appease the Committee, the MPs, led by Nelson Koech, were concerned about the deployment’s cost at a time when the country is experiencing its worst drought in history, threatening both animal and human survival.
This came after Ogolla informed the Committee that, after the initial six-month period, the troops could spend between KES 5.5 billion and KES 6 billion in the DRC each year.
“We are going for six months if the worst case scenario we stay for one year we will be spending KES 5.5 billion to KES 6 Billion every year,” Ogola said.
MPs Abdullah Bashir (Mandera North), Irene Kasalu (Kitui MP), Martha Wangari (Gilgil and Caleb Amisi (Saboti) argued that the DRC Congo peace mission is an unnecessary burden on taxpayers.
Parliament is expected to debate the motion before voting on whether or not to send troops.
Kenyan troops will be deployed to the DRC in response to a decision made by regional leaders at the third EAC Heads of State Conclave on Peace and Security in Eastern DRC, which will be held in Nairobi in June 2022.
The Conclave agreed to establish an East Africa Community Regional Force (EACRF) to combat violence in the Democratic Republic of the Congo’s eastern region. Major General Jeff Nyaga of the KDF will command the force.
