Head of liquor licensing in Githunguri Sub-County arrested for alleged demanding KES 40,000 bribe
The Ethics and Anti-Corruption Commission (EACC) on Wednesday arrested the Head of Liquor Licensing in Githunguri Sub-County, Kiambu County Mercy Wambui following investigations into allegations that she impounded goods belonging to the complainant, a bar business operator in Kiambu County, and demanded KES 40,000 bribe in order to return the same.
She also threatened to revoke the complainant’s license and stop her from operating the bar business, altogether, in the event the demanded bribe was not given.
The Commission alleges that it has received numerous complaints of this nature regarding the liquor licencing officials within Kiambu County.
Wambui has been released on cash bail pending a court appearance.
On 11 July 2023, EACC received a complaint from a member of the public that on 28th June 2023, Kiambu County Enforcement Officers, among them Mercy Wambui, went to her bar business premises, and found her employees stocking beverages and undertaking stock-taking for the day.
The liquor licensing officials accused the complainant of opening and operating a bar before the stipulated time. They, thus, confiscated the complainant’s Keg liquor pump and went away with it.
The complainant did a follow-up with the officials at their office where one of the officers by the name Mercy Wambui demanded a bribe of KES 40, 000 in order to absolve the complainant of the alleged offence and return the Keg pump to her.
On 4 July 2023, the complainant made another follow-up on the matter but was not assisted.
Instead, the officer threatened to revoke her license and stop her from operating the bar business altogether unless the demanded KES 40,000 is given.
On 11 July 2023, the complainant reported the matter to EACC which immediately commenced investigations and verified the bribe demand.
Following the investigation, EACC mounted an operation leading to the arrest of the suspect Mercy Wambui, the Githunguri Sub-County Head of Liquor Licensing. She was arrested while receiving the bribe money from the complainant.
