Governor Mwangaza snubs her impeachment hearing
Meru Governor Kawira Mwangaza has declined attendance in the Meru County Assembly today, December 14, to defend herself against impeachment.
The governor, through her lawyer Elias Mutuma, claims that reintroducing the impeachment motion is in violation of court orders that halted the first impeachment hearings last month.
Even as locals begged for a truce between the governor and the outraged County Assembly members, the distressed county leader pledged to seek restitution in court (MCAs).
Ahead of the debate, the MCA dressed in black suits, white shirts, and red ties, sang and danced to ‘Kaende Kaende,’ before walking into the assembly to pray ahead of the hearing.
The troubled governor took to Facebook to send her cryptic message to the MCAs writing, “ Let us not become weary in doing good, for at the proper time we will reap a harvest if we do not give up, Galatians 6:9.”
MCA Abogeta West Denis Kiogora, the minority whip, renewed the bid to ouster Mwangaza by tabling a second impeachment motion after the Meru High Court delayed hearings on the first.
In her decision on November 30, Justice Thripsisa Cherere said that the Meru ward delegates did not follow proper procedure when filing the motion against the first-term governor.
Justice Cherere barred the assembly from debating Mwangaza’s impeachment motion.
“That conservatory order be and is hereby issued prohibiting the respondents from discussing, debating, or in any way whatsoever dealing with the impeachment motion against the petitioner scheduled for debate on November 30,” read the ruling in part.
The MCAs accuse the governor of nepotism, illegal appointments, unlawful dismissals, and usurpation of the constitutional and statutory powers of the county organ.
Other grounds include forcible entry into the assembly precincts and the mobilisation of unlawful riots against assembly members, a violation of public financial management law, and malfeasance in the nomination of County Executive Committee Members.
The initial motion was supported by 68 of 69 MCAs.
