Gachagua calls for heightened cybercrime surveillance

Deputy President Rigathi Gachagua has called for heightened surveillance of digital spaces by security intelligence teams so as to deal with emerging criminal activities.

Speaking in Mombasa, Mr Gachagua urged security chiefs in the National Intelligence Service (NIS) to review gaps and trends in security matters from traditional spaces into digital platforms, which have made crimes more complex.

The DP said digital spaces have become playgrounds for recruitment and radicalisation, money laundering and trap points for homicides and other cybercrimes, as recently witnessed in Kenya.

Mr Gachagua said the state will recruit more experts in specialised and emerging areas of technology, to deal with digital crimes.

“While more resources are required in the integration of Artificial Intelligence into security operations, we have no option but to invest for better outcomes,” he said.

With advancing technology, the DP said security agencies must be armed with highly innovative infrastructure for tracing, tracking and monitoring potential threats for early elimination and prevention.

He assured the National Intelligence Service that the Kenya Kwanza administration will continue supporting its officers to deal with security threats.

Mr Gachagua said NIS works for public good lauding the service for thwarting terror attacks in the country in the recent past.

“People may not know but we have managed to thwart security threats. We have borne the brunt of terrorism including the 1998 bomb blast, Dusit, and Westgate attacks. But we have not had terror attacks in recent times because of your good work in thwarting the threats,” said the DP.

However, the DP urged the officers to uphold a human-rights-based approach to investigations to instill and sustain public confidence in the service as a public-interest-driven state organ.

“While your work is mostly undercover, it is important to note that cultivating public trust is central to success,” he said.

At the same time, DP Gachagua urged the security chiefs to be wary of the digital spaces that have become playgrounds for recruitment and radicalisation, money laundering and trap points for homicides and other cybercrimes, as recently witnessed in Kenya.

Mr Gachagua was speaking on behalf of our President, Dr William Ruto, who is the Chair of the National Security Council, during the official opening of the Mashariki Cooperation Conference.

The conference is a convening of highly-skilled detectives and security chiefs and was held at the Sarova Whitesands Hotel in Mombasa.

Mr Gachagua urged National security and intelligence chiefs from 15 States in Eastern Africa to continue cooperating and sharing intelligence to create a stable region.

He said real-time intelligence will deal with organized crimes and terrorism.

Mr Gachagua said NIS officers are an essential component in the collection of evidence-based information for action by other State Agencies.

“In an environment where networks of criminals have gone regional and global, NIS cannot be left behind. You have to be ahead of the game,” said the DP.

The DP further called for enhanced collaboration between and among Eastern African countries on security to tackle security challenges and threats.

Mr Gachagua said the East African region has borne the brunt of insecurity when their neighbours are troubled.

“Trouble anywhere in our region is trouble for everyone. That is why we must work together to address security threats,” he added.

The DP urged the security agencies to review gaps and trends in security matters from traditional spaces into Digital platforms, which have made crimes more complex.

He told the highly skilled detectives and security chiefs of the changing landscape of security demands that seek and enhance partnership networks beyond the borders.

“Indeed, Security is a National, Transnational and International issue that must be tackled with corresponding interventions,” he added.

He said the meeting is taking place when some of the Sister States in Eastern Africa are facing security challenges in armed internal conflicts and terrorism.

“This is besides transnational organised crimes including trafficking in humans, especially children, drugs, counterfeit goods, corruption and money laundering, wildlife trophies, among others,” he added.

The DP said armed conflicts are, among other issues, fueled by illegal trade in weapons across the borders.

He said terrorism and religious extremism are taking root as radicalisation cells also grow.

As technology advances, crimes and other forms of insecurity have gone hi-tech and, therefore, more complicated.

“These and other security challenges threaten national development agendas for socio-economic transformation towards the Africa We Want, as outlined by Agenda 2063 of the African Union,” he said.

Security concerns are a threat to Africa Rising, besides the achievement of Sustainable Development Goals, as envisaged under Agenda 2030, added the DP.

“Africa is, without a doubt, the Continent of the 21st Century. But insecurity, if not strategically and decisively tackled, may derail the vision of transforming the lives of our people,” said added.

He said security is key to a better, brighter and more successful Africa.

“That is why this meeting, which happens about four years since Africa missed the target of Silencing the Guns by 2020 – as one of the strategies of spurring development, is timely,” said Mr Gachagua.

He said national and international legal frameworks place the responsibility of guaranteeing security to citizens on the State.

However, the DP said such frameworks, especially in Africa, may not clearly outline Collaboration and Cooperation at Inter-State and Regional levels.

“That is why this Conference on Harnessing Opportunities to Address the Common Threats for a Peaceful and Prosperous Region, offers a moment for networking and building joint strategies,” he added.

He urged the security chiefs who are advisors to key state decision-makers to inform legal and policy actions for sustainable security solutions.

“We are ready to receive guidance on best and most productive strategies of integrating technology for enhanced security,” said the DP.

He urged the experts to identify strong areas of each state represented, for cross-pollination of good practices through formal and informal training and exchange programmes for officers.

With a network of 15 Member States, the DP said the conference should define a framework for sharing knowledge and information between and among our intelligence bureaus for strategic interventions and mutual benefit besides joint operations on issues of regional interest.

In the meeting that was also attended by the National Intelligence Service Director General, Noordin Haji, the DP said transnational challenges call for transnational solutions.
