FKF slapped with Sh6.5m fine for security breaches during Kenya vs Morocco match
The Disciplinary Board of the Confederation of African Football (Caf) has fined Football Kenya Federation (FKF) $50 000 (about Sh6.5 million) over multiple safety and security breaches that occurred during the 2024 African Nations Championship (Chan) Group ‘A’ match between Kenya and Morocco at Moi International Sports Centre, Kasarani, on Sunday.
Caf has also warned FKF that continued failure by Kenya to meet safety and security requirements will result in Harambee Stars’ remaining matches being relocated to an alternative venue.
“Kenya was advised to increase security measures by deploying sufficient personnel within the perimeter of the stadium as well as adhering to the road closures on match days,” Caf said in a statement.
The sanctions come after Caf wrote to Chan 2024 Local Organising Committee (LOC) chairman Nicholas Musonye on Monday expressing their concerns about safety and security breaches that occurred during the Sunday match that Kenya won 1-0 to end the Atlas Lions’ 14-match unbeaten run in the competition.
Caf raised concern about ticketless spectators and holders of tickets distributed by the government overrunning security at stadium gates. Caf also noted crowd control failure at Ngomongo roundabout and use of tear gas and flash grenades.
Other security lapses that Caf noted in the letter to Musonye were: reported use of live ammunition near spectators and staff; stones thrown at security personnel; risky movement of vehicles in spectator areas; inadequate response by police to persistent requests for their intervention in some cases; failure by LOC to submit medical incident reports following reported injuries; and, insufficient communication tools and lack of CCTV coverage at critical entry points.
Caf stated that the incidents presented unacceptable risks to spectators, staff, and the tournament’s integrity. As a result, Caf instructed LOC to restrict attendance of Kenya’s final group match against Zambia on August 17 to 60 per cent of MISC’s 48,000 capacity with only 27,000 tickets holders being allowed into the venue.
The continental football body further instructed that entry to the stadium for the match should be restricted to holders of electronic tickets.
Caf also advised the LOC and the government to launch a public media campaign aimed at reinforcing safety protocols and entry requirements.
On Tuesday, at a press conference, Musonye implored Kenyan fans to be at their best behaviour on Sunday.
“I call on Kenyans to be disciplined and orderly. There will be no use of physical tickets on Sunday at Kasarani for the match against Zambia,” Musonye said.
“We cannot afford further acts of indiscipline, FKF is already suffocating under fines and sanctions already issued by Caf and they are not in a good position financially,” he added.
FKF President Hussein Mohammed urged Kenyans not to go to the stadium on Sunday if they do not have a ticket. He also announced plans to set up a fan zone for Harambee Stars match against Zambia, hence creating alternative venue for spectators to enjoy the match.
“We shall give details on that in the course of the week. The fan zone will be set in a controlled and safe environment,” Mohammed said.
The latest sanctions by Caf on FKF follow others that had been imposed last week for safety and security breaches during Kenya’s 1-0 win over DR Congo in the opening match of Group ‘A’ on August 3 at Kasarani.
Related to safety and security breaches that occurred during that match, on August 6, Caf fined FKF $5,000 (Sh650,000) for the stampede and unauthorised access and, $10,000 (Sh1.3 million) for the assault on Caf personnel and guests.
Caf also warned FKF over the ignition of fire inside the stadium. The offences were committed contrary to of Articles 82 and 83 of the Caf Disciplinary Code, and Articles 31, 32, and 43 of the Caf Safety & Security Regulations.
Further, Caf had also cited misconduct and breaches of Articles 82 and 83 of the Caf Disciplinary Code, and Articles 31, 32, and 43 of the Caf Safety & Security Regulations following incidents in the Group ‘A’ between Morocco and Angola played at Nyayo National Stadium on August 3.
Caf found FKF guilty and imposed a fine of $5,000 (Sh650,000), with $2,500 (Sh325,000) suspended, conditional on FKF not committing a similar offence for the remainder of the tournament.
Caf Disciplinary Board also fined the Football Association of Zambia $5,000 (Sh650,000) for breaching Caf’s Media Regulations ahead of their match against the Democratic Republic of Congo.
Zambia failed to present their head coach at the mandatory pre-match press conference.
Caf Disciplinary Board also found the Royal Moroccan Football Federation (Frmf) guilty of inappropriate conduct of its players during Atlas Lions’ match against Kenya.
As a result, Caf imposed on Frmf a fine of $5,000 (Sh650,000), of which $2,500 (Sh325 000) is suspended on condition that no similar offence is committed during the remainder of the tournament.
