Elgeyo Marakwet county senatorial by-election

Heavy rains and insecurity nightmares are the main challenges likely to adversely affect voter turnout in Elgeyo Marakwet County tomorrow Thursday, January 5, as residents cast their votes to elect their new senator to replace Kichumba Murkomen who resigned to join the cabinet.

County Returning Officer Charles Mutai says heavy rains that pounded the area on Tuesday pose a major logistical headache that might force the Independent Electoral and Boundaries Commission (IEBC) to acquire more 4×4 vehicles to be used in areas with bad road networks.

Another big concern is safety following Monday’s bandit attack in Marakwet East where two girls were murdered and livestock stolen, a situation that has instilled fear among residents, a move likely to see many of them keep the exercise even as the poll agency official appealed for voters to turn out in large numbers.

Ordinary, by-elections, attract a low voter turn and the insecurity problem might compound the situation.

Six candidates will be participating in the senatorial by-election that is expected to kick off from 6am to 5pm. Four of them are party sponsored while two are vying as independent candidates.

They are William Kisang of the ruling party United Democratic Alliance (UDA), Tim Kipchumba for the Party for Peace and Development (PPD), Jerotich Seii(Safina), Timothy Tanui on New Democrats while Andrew Mengich and Kevin Kemboi are contesting as independent candidates.

However, the contest is shaping up as a two-horse race pitting UDA’s Kisang and Kipchumba of PPD largely seen as a UDA nomination rematch where Kisang won by garnering 28,136 against Kipchumba’s 26,766.

Only 1,370 votes separated the two, a win that was disputed by both Tim Kipchumba and Jerotich Seii forcing them to hop to other parties.

The by-election is a do-or-die for William Kisang who lost his Marakwet West parliamentary seat to an independent candidate Timothy Toroitich and now despite clinching a UDA ticket again, he is staring at another fierce challenge from another Timothy.

Election of Caroline Ngelechi as a woman representative who vied as independent drowning UDA’s candidates further complicates matters with some suggesting that clinching UDA is not necessarily an assurance to pop victory champagne corks.

During his campaigns, Kipchumba has been selling himself as a candidate for the youth by comparing himself to governor Wisley Rotich, Marakwet West MP Toroitich as well as Woman Rep Ngelechei who are young painting Kisang as an old guard having served before as an MP.

It’s against this threat that UDA party has deployed its heavy machinery on the ground to drum up support for its candidate.

Those leading the campaigns and voter mobilization are Transport CS Kipchumba Murkomen,Governor Rotich, Senate Majority leader Aaron Cheruiyot, senators Samson Cherargei and Jackson Mandago as well as National Assembly members Oscar Sudi, Nelson Koech among others.

The county has 213,000 registered voters and will have 554 polling stations spread across the four constituencies of Marakwet East, Marakwet West, Keiyo North and Keiyo South.
