Demands used to oppose BBI are part of Ruto’s plan to amend the constitution – Raila
Former Kenyan Prime Minister Raila Odinga has said that President William Ruto is breaking the same rules he set forth when he led the challenge against Building Bridges Initiative (BBI).
In a statement, Odinga reiterated his opposition to the memo sent by President William Ruto to the speakers of the National Assembly and Senate proposing a number of changes to the Kenyan Constitution.
“The memorandum of President William Ruto to the speakers of both the National Assembly and the Senate proposing several amendments of the Constitution of Kenya is puzzling to many Kenyans and myself as it undoubtedly seeks to re-introduce the same matters that had for many months been suggested by the BBI,” Odinga wrote.
The Head of State requests that the Parliament undertake a law reform to address four issues in his memorandum: the gender rule, the National Government Constituency Development Fund, the role of the Leader of the Official Opposition, and parliamentary control over the Executive.
Odinga listed four points, including that a president cannot propose constitutional amendments, that all constitutional amendment proposals must come from the people, that the amendment process must be driven by the people, and that the amendments must primarily serve the interests of the common mwananchi.
The Azimio la Umoja One Kenya coalition leader accused Ruto of presenting the proposals without acknowledging that the BBI reports already include all of these recommendations along with the justifications for why the Kenyans who took part in the process thought they were necessary.
“Ruto has appropriated the views of these people and speaks of the proposals as his own,” Odinga added.
Odinga asserted that all of Ruto’s recommendations in his memo would already be law if he had been truthful about the BBI proposals.
But he added that because the proposals in Ruto’s memo are actually BBI proposals, he will not be hypocritical regarding their content.
However, he asserts that the proposals cannot be presented as he has done or processed through the steps Ruto is laying out, insisting that he must adhere to the same demands that he made of the BBI process.
In addition to the resolutions they adopted at the Kamukunji forum on December 7, Odinga further stated that he will continue consultations with the leadership of Azimio, the legal team, and the people of Kenya after his return from the US to determine how to respond to Ruto’s about-face.
