CS Machogu announces operations guidelines for Junior Secondary Schools
Education Cabinet Secretary Ezekiel Machogu has unveiled new guidelines for the administration and operation of junior secondary schools (JSS) across the nation.
The rules, which were approved by President Wiliam Ruto on Friday, call for the creation of Boards of Management for all private JSS as well as a special subcommittee to oversee the management of resources and education for JSS based in primary schools.
“The Board of Management (BoM) of a primary school that domiciles the Junior Secondary School will constitute a special Sub-Committee to spearhead the management of education and resources of the school,” said Machogu. “The Head of the primary school that domiciles the Junior Secondary School will serve as Secretary while the Chairperson will be a member of the Committee.”
In accordance with Section 52(a) of the Basic Education Act, the guidelines also state that all private JSS must establish and operate BoMs, Boards of Directors, or Boards of Trustees (2013).
During the interim phase of the transition, which ends on December 30, 2023, the public JSS will be led by the head teachers of the public primary school where it is housed.
“The Ministry of Education has re-engineered the National Education Management Information System (NEMIS) in readiness for enhancement management of education data,” said Machogu. “Registration of learners in NEMIS will form the basis for disbursement of funds to public Junior Secondary School.”
The guidelines also include provisions for the availability of text books and hard copies of the Grade 7 Curriculum Designs for all schools, as well as guidelines on the conduct of assessments at JSS from the Kenya National Examinations Council (KNEC).
The infrastructure and resources of existing primary schools will also be utilized by the respective domiciled JSS in the interim one year of transition.
“The Ministry of Education, through the Kenya Education Management Institute (KEMI), has developed a curriculum and training materials to build the capacity of education managers, (including Junior Secondary School Management Boards and school heads) on governance and accountability in the leadership of JSS,” said Machogu. “The curriculum will also apply during the induction of the school heads on institutional and instructional leadership.”
CS Machogu said comprehensive guidelines for schools will be issued in a circular to be released by the Education Ministry next week.
