Concern as three major hospitals in Nakuru risk losing land to grabbers

Three major hospitals in Nakuru county risk losing their land to grabbers after it emerged that they lack ownership documents.
Different reports tabled in the County Assembly give a damning revelation over the status of land on which the key health facilities sit.
Some of these hospitals sit on land registered under private ownership.
Some of the affected hospitals include the Rift Valley Provincial Hospital Annex, the Naivasha Sub-County Hospital and the Elburgon Sub-County Hospital in Molo.
The reports indicate that large pieces of land either set aside for public use or actually being used by the public have been transferred to private ownership.
This means many of the presumed owners are yet to alienate and develop the land but it could also not be available for public installation.
The PGH Annex which was established 50 years ago has remained under private ownership despite being depended on by patients from within Nakuru county and beyond.
A 2019 report tabled before the house by the health services committee led by Elburgon ward representative Njuguna Mwaura revealed that the hospital was founded in 1960 by former president, the late Mzee Jomo Kenyatta.
The former head of state had ordered the split of the Nakuru War Memorial Hospital which was purported to have been under-utilised.
It has a capacity of 60 beds.
In Naivasha, a report tabled on March 23 showed that the main health facility has no title deed which makes it difficult for the county government to claim it.
Elburgon Sub-County Hospital was also found to have no title deed to prove ownership of the 7.2 acre parcel of land that it sits on.
Following the revelations, MCAs have raised concerns over the ownership of the hospitals’ property, which they expressed apprehension of being grabbed.
The ward reps want the line County Executive Committee Member (CECM) to fast track the process of acquiring ownership documents for public health facilities in the county.
“There are rampant cases of land grabbing especially government land earmarked for development in the county and it is important that the county executive move with speed to process the ownership documents in order to protect them from possible loss,” said Mr Njuguna.
In their recommendations, the MCAs want the department of lands and Physical Planning to start the process of issuing land documents in the name of the said hospitals.
“If the county government is challenged to produce documents showing it owns the land where the hospital sits it cannot, which poses a great danger to the key facilities,” said Mr Njuguna.
The report however blamed the implementation committee of failing to follow up on the matter which was raised years ago.
It also wants the county to allocate funds for equipping the hospitals.
Last month Nakuru Governor Susan Kihika directed the respective departments to ensure the properties are well documented in order to protect public land against grabbers.
Speaking during the signing of performance contract of her cabinet Ms Kihika regretted that most government land is not properly registered while the existence of some is unknown.
She directed her CECM to map all government assets, process ownership documents and take physical custody of those assets.
