China is committed to transparent and collaborative partnerships with Kenya, Ambassador Zhou Ping Jian has affirmed.

The envoy while speaking at the opening of the 5th Annual Editor’s convention in Kwale, said his country’s relationship with Kenya is historic and therefore any engagements initiated by the two governments are people-centered.

He said the goal of China as per the 15-year strategic plan launched in 2022 to 2035 is geared towards realization of his country’s modernization with key prospects being the development agenda.

Noting that Kenya is a strategic partner, Ambassador Zhou reiterated the importance of collaboration and negotiations with Kenya for pursued benefits without confrontations.

“It is not a one-way stream; it is the outcome for the willing buyer and the willing seller through collaboration and negotiations. China has never imposed any project on any partner state but initiate cooperation,” said the Ambassador in setting the record straight on China’s foreign policy to Kenya and the continent at large.

He argued, “No one can defy economic situations about trade, investment, and debt. The consensus is on rejuvenation as China will remain a good friend, partner, and brother to Kenya.

He recalled that when the Forum on China-Africa Cooperation (FOCAC) was launched years back by China President Xi Jinping, the trade balance was at $ 10 billion and last year it had grown to $256.6billion against Foreign Trade earning of $6.9tribllion globally.

China is Kenya’s largest trading partner, with bilateral trade rising rapidly from US$186.37 million in 2002 to $5.3 billion in 2018.

 Kenya’s exports include tea, coffee, herbs, and recently avocados yet the country’s trade deficit is $7 billion due to the significant investments in trade deals and developmental assistance from china.

“We have already rolled out our rejuvenation program, they will do it our own way. Why and how do we achieve tremendous growth?… it’s through cooperation, “said ambassador Zhou.

China has engaged African nations through FOCAC where a number of multilateral deliberations have taken place like debt relief, COVID-19 mitigation, peacekeeping operations and promotion of the South-South link.

He defended projects and programs between his government and Kenya like the controversial multi-billion shillings Standard Gauge Railway (SGR) saying the deals are above board and negotiated in the best interest of the citizens.

“Media should interrogate information to the contrary and get the facts right,” urged the diplomat.

Retired President Uhuru Kenyatta during his reign insisted on a win-win situation, calling for a people transfer of skills.

There was also the impasse on the contents of the SGR contract which remained confidential until recently when Transport Cabinet Secretary (CS) Kipchumba Murkomen made it public after he made a promise during his vetting before the National Assembly Committee on Appointments.

The document elicited mixed reactions from Kenyans especially on specific clauses like that on confidentiality and indemnity to sovereign laws.

The SGR remains the most ambitious collaboration project by the Chinese firms in Kenya after the Thika Super Highway and now the Nairobi Expressway.

 The SGR initial plan was to connect Nairobi, Uganda, South Sudan, and Rwanda using Chinese financing and contractors.

The project, part of President Xi’s Silk Road initiative has attracted even more controversy due to financial complications, questions on the legality of its tender process, and the alleged collateralization of Kenya’s Mombasa port.

The ambassador took editors through the history of the two countries and why it is very important to work closely for mutual interest.

On the Covid -19 pandemic, the ambassador admitted that his country faced a myriad of challenges noting that the figures on December 1st stood at over 6.6 million deaths globally but his country had over 5, 300 deaths.

“Going by the interventions put in place, in every 10,000 COVID-19 deaths, China has less than eight fatalities.  The confirmed positivity rate also stands at 640 million, but China has 3, 270, 964 with a population of over 1.4 billion people, explained the ambassador on the importance of collaboration with other states.

He argued, “We could have lost over 1 million Chinese if we didn’t put in place mitigation measures. China is putting people first and that’s why any engagements with other states are mutual.”

He noted that 181 United Nations (UN) member countries have a relationship with China and hopes all 193 will be on their side.

“China maintains noninterference policy in the internal affairs of states and will engage countries in their best interest as well as the partner’s citizens, “said China.
