Cartels start parking Machogu
The Education Cabinet Secretary nominee Ezekiel Machogu has assured the National Assembly Committee on Appointments that he will end the cartels in the ministry that have for years been a thorn to the public.
“Ministry of Education has struggled to tame the runaway corruption in the sectors that affects all areas from primary to university,” he said.
“Whether it is cases of deserving students being denied Form One admission due to unscrupulous principals, parents being referred to purchase uniforms from certain dealers, or the case of university placement favouring private institutions over public ones, and even exams cheating the sector is simply plagued by greed.”
Machogu said he will monitor every shilling spent in the ministry. “I understand how government systems work and if there are cartels at the Ministry of Education, they better start packing. Every shilling must be accounted for,” he said.
The outgoing Education CS George Magoha has time and again raised concerns over cartels in his ministry sabotaging government programs.
In 2020, Magoha said the government losses a whooping 750,000,000 annually sponsoring a staggering 500,000 plus non-existent pupils in ghost schools through free primary school education.
According to Magoha, top officials at the ministry have been colluding to pay for to pay out the money.
He said, “In the primary school sector, our due diligence identified inflation of the number of learners from 8.47 million to 9 million learners. The shortfall of 529,997 learners has led to the saving of KES 752,594,740 annually.”
Until 2018, the government distributed capitation funds to schools based on records supplied by respective principals and approved by county directors of education.
Before money was disbursed, the records would be validated by quality assurance officers.
Over the years, the country has suffered from exam cheating often linked to scrupulous officials leaking and selling the exams.
In his responses to the committee, Machogu reiterated that he will spearhead the government’s efforts to hire more teachers. The government plans to hire 116,000 teachers in two years with 30,000 new hires in January 2023.
