Cabinet Affairs PS nominee Korir defends himself over KES 7 billion MOH scandal
Cabinet Affairs Permanent Secretary nominee Julius Korir defended his integrity while being questioned over his role in the KES 7 billion Ministry of Health scandal unearthed last year.
Korir, who is currently the Devolution PS and previously served in the ministries of Health, Youth, and Transport, told the House Committee on National Administration and Internal Affairs that the investigation agencies had cleared him.
MPs also inquired about the status of investigations into charges of food relief mishandling, his assault case against his wife, and the procurement of Medical Equipment Scheme (MES) equipment.
A report tabled in Parliament last year called for investigations of Devolution Principal Secretary Julius Korir and other top Health Ministry officials for their alleged role in the irregular procurement of KES 7 billion Computerised Tomography (CT) Scanners.
The investigation report noted that the Government-to-Government procurement used to obtain MES equipment was not one of the procurement methods permitted under Section 92 of the Public Procurement and Assets Disposal Act.
However, Korir who was appearing before the committee for vetting said ” MES was a good thing and I would support it.”
He asserted that the alleged adverse mention was in a normal audit report which was resolved. “They said I went to the company for due diligence. I was there to execute the agreement. This was a new company that was specialising in CT scans. We wanted to be sure. the trip coincided with mine. There was value for money in the contract,” he said.
He added that he was involved in streamlining the MES scheme, “It was in my tenure that hospitals got the equipment. The lack of proper consultation was the only mistake. Laws were not clear so counties did not understand the money was part of their share of the revenue.”
“However, Kenyans got value for money. Hospitals are serving Kenyans. Complex procedures and dialysis are now within reach.”
Korir said that the charges of food relief had been proven to be false.
“This was an allegation. The DCI has closed the investigation. Someone claimed the money was stolen. It was an excuse to transfer the function. Immediately after the claims, the function was transferred,” he said.
Korir said he is worth KES 206 million.
