Muguka vehicles seized in Kwale over new levies
The County Government of Kwale has impounded vehicles ferrying muguka after the drivers tried to evade paying the new increased levies. The county has begun implementing a new law which requires any pickup truck transporting miraa or muguka to pay Sh80,000 per trip, up from Sh10,000. A Toyota Probox or any other small vehicle ferrying the produce is expected to pay Sh60,000 per trip as lorries part with Sh300,000.
This is after the Kwale County Finance Act 2024/2025 was published in a Gazette Supplement dated June 6. At least five vehicles were impounded over the weekend by Kwale County inspectorate officers after they tried to smuggle the substance into the county. “Those that we impounded over the weekend in Kinango were trying to pass through illegal routes to avoid the cess points where they are required to pay the taxes,” said the county spokesperson Nicky Gitonga.
Marshals on routes
He, however, said that they have placed county marshals on every route to catch the people trying to smuggle goods into the county. Mr Gitonga added that additional laws will be put in place to regulate the sale of muguka, including setting up designated areas. Kwale County Muguka Traders coordinator Pauline Kathure said they are moving to court to challenge the county’s decision, adding that they are also seeking dialogue with Governor Fatuma Achani. “This is unfair to us. The county was supposed to give us a notice as traders before implementation.
It was also not necessary to do a crackdown over the weekend and impound our vehicles,” said Ms Kathure. A spot check by the Nation revealed that most traders have not yet increased the price of the commodity. “We cannot increase the price immediately. This will take some time as we oppose the new laws,” said Ms Kathure. Governor Achani together with other Coast governors Andrew Mwadime (Taita-Taveta), Gideon Mung’aro (Kilifi) and Abdulswamad Nassir (Mombasa) are opposed to the sale muguka in the region.
