Assumption of office committee holds first meeting with Ruto’s team
The Assumption of Office Committee has confirmed that the swearing-in of President-elect William Ruto and his Deputy Rigathi Gachagua will take place on Tuesday, September 13 at Kasarani Stadium. This followed a meeting that was attended, for the first time, by Ruto’s representatives David Chirchir, Justin Muturi, Gladys Shollei, and Veronica Maina
Joseph Kinyua, the head of public service and chair of the transition committee, invited all Kenyans to Kasarani Stadium to witness the swearing-in ceremony. Tuesday will be gazetted as a public holiday to pave way for the celebrations.
“This is an opportunity for the nation to not only witness and usherin our nation’s fifth administration but also to celebrate the strength and vibrancy of our constitutional and democratic processes, ” said Kinyua.
Ruto will take over from President Uhuru Kenyatta after Supreme Court unanimously dismissed a petition by former Prime Minister Raila Odinga seeking the annulment of the election on nine grounds.
Earlier, the treasury confirmed setting aside Sh200 million for the swearing-in ceremony.
“The allocation of Sh200 million under the Executive Office of the President is provided for in the National Treasury for Assumption of Office activities,” the Treasury says in a report on the Pre-Election Economic Update.
According to Chapter 141 of the Kenyan Constitution, the event is set to take place on the first Tuesday, seven days after the date on which the Supreme court renders a decision declaring the election to be valid.
The Assumption of Office of the President Act, 2012, outlines the procedure that must be followed to ensure the winner of a presidential election ascends to power within specific timelines.
The Act establishes a 20-member Assumption of the Office of President committee chaired by the Secretary to the Cabinet. The law mandates the State to declare the day of the swearing-in as a public holiday.
Chief Registrar of the Judiciary Anne Amadi will administer the oath in the presence of Chief Justice Martha Koome or Deputy Chief Justice Philomena Mwilu in her absence.
The oath-taking must take place not later than 2pm, with the law providing that the Deputy Chief Justice only undertakes the task where the Chief Justice is incapacitated.
Ruto will be required to sign a certificate of inauguration in the presence of the Chief Justice or the Deputy Chief Justice.
After the signing, President Uhuru Kenyatta will hand over the sword and the Constitution to Ruto to symbolise the handing over.
Once the President-elect is sworn in his deputy will also take the oath of office after which President Uhuru Kenyatta will be expected to hand over the instruments of power such as the Constitution and the sword of power to the new head of State.
In his press briefing to the nation yesterday, President Kenyatta said he ensure a peaceful transfer of power, despite the rocky relationship between him and the incoming president.
