Nigerian MPs in Kenya to learn about gender laws
A visiting delegation of Nigerian members of Parliament met with the Deputy Speaker of the National Assembly Gladys Shollei, to discuss the best ways to introduce gender-responsive legislation.
The lawmakers from both houses, led by Ms Miriam Odinaka-Onouha and Senator Patrick Ndubueze, met with the deputy speaker on Wednesday as part of their tour of the Kenyan National Assembly to seek collaboration on legislation.
“It is imperative for us as legislators to continuously engage each other in our legislative processes and share both successes and challenges we face in delivering services to our people,” Ms Shollei said.
Ms Shollei noted that Kenya had come a long way, especially on issues of gender and affirmative action, and that there was much the Nigerian delegation could learn from Kenya.
“Although we are yet to achieve the desired numbers and gender balance in the composition of the National Assembly and the Senate, we are moving in the right direction if statistics are anything to go by,” Ms Shollei said in a message from Parliament.
The gender dilemma, especially in the elective seats, has haunted the 10th, 11th, 12th and now the 13th Parliament.
The gender principles require the three arms of government to ensure that not more than two-thirds of the members of all elective and appointive positions are of the same gender.
Several attempts to pass such legislation in Parliament have been unsuccessful.
The latest attempt was the Constitution of Kenya (Amendment) Bill, 2023 by nominated Senator Beth Syengo.
The Nigerian delegation’s areas of interest during the visit include the mandate, composition, powers and activities of the various committees, effective means of coordination and communication among the committees, implementation of the recommendations of the committees, successes and challenges in carrying out the oversight role of the committees, and the role, if any, of the committees in allocating budgets to other committees.
The Nigerian lawmakers, drawn from the Constitutional and Electoral Review Committee and the Committee on Women’s Affairs of the National Assembly of Nigeria, are also interested in understanding the role of the Kenya Women Parliamentary Association (KEWOPA) in promoting gender equality, reforms and legislation and the role of Parliament in ensuring increased political participation of women.
KEWOPA is a cross-party caucus that brings together all women parliamentarians from both houses (National Assembly and Senate). The caucus works to promote and protect democracy and advocate for women’s rights.
