EACC arrests land registrar for demanding KES 2.5 million bribe
The Ethics and Anti-Corruption Commission (EACC) has arrested Charles Mwendwa Mutua, a Land Registrar based in Ngong Land Registry over allegations of soliciting bribe for service.
Mutua was arrested on Monday, for allegedly demanding a bribe of KES 2.5 million from a member of the public in order to process a Title Deed.
According to EACC, the arrest was made while Mutua was receiving part of the bribe, amounting to KES 900,000.
The senior lands official was apprehended by detectives and escorted to Kilimani Police Station, where he is currently being held pending further processing by EACC in accordance with the law.
According to preliminary investigations, Mutua committed the offense jointly with his boss, Caroline Simuli Kituyi, the Chief Land Registrar at the Station. Both were involved in the bribe demand and were to share the amount.
The EACC is currently in pursuit of Kituyi, who evaded arrest and is required to present herself to the Integrity Centre Police Station immediately.
The arrest was the culmination of investigations and a subsequent operation by the EACC, following numerous complaints from members of the public that senior land officials in charge of the Ngong Land Registry had become notorious for demanding huge bribes from the public before they processed any Title Deed or other land documents.
On December 7, 2022, the Commission received a report from a member of the public who alleged that both Kituyi and Mutua were demanding a bribe from him in order to process the Title Deeds of his land.
The EACC conducted preliminary investigations and established that the senior land officials indeed demanded KES 2.5 million from the complainant. This amount was later negotiated down to KES 900,000. An operation was conducted leading to the arrest of one of them, Charles Mwendwa Mutua, while corruptly receiving a bribe from the complainant.
