Kajiado Assembly rejects Governor Lenku new Executives nominees

Kajiado County Assembly has rejected three County Executive Committee Member (CECM) nominees recently appointed by Governor Joseph Lenku in his second term in office igniting political undertones pitting the executive against the assembly.

In a report seen by Nation dated October 26, the nine members Appointments Committee chaired by the Assembly Speaker Justus Ngussur rejected the Kajiado North Constituency nominees in what has been perceived by dissenting MCAs as a “biased and tribalized” process that was being influenced by external forces.

United Democratic Alliance “County big boys “are said to have flexed their political muscles considering the party control majority of MCAs in the assembly.

They are said to have used their numerical strength to elevate former Ewuaso-Kedong Ward MCA to the speaker position.

Governor Lenku had nominated former firebrand  Nkaimurunya  MCA Waichanguru Ndirangu( Roads, Public  Works, Transport & Energy), Anne Njeri Wakaria( Gender, Culture, Tourism and Wildlife) and Janet Sereu( Trade, Investments and Enterprise Development).

Waichanguru from Nkaimurunya Ward and Wakaria from Ngong Ward were to fill the two executive positions allocated to Kajiado North while Sereu from Magadi Ward was to replace former Health Executive Esther Somoire who left the county in July for Kemsa.

The vote-rich Kajiado North constituency remains a darling of any politician who harbors big political dreams or one willing to award his supporters.

Waichaguru withdrew from the committee approval process moments before it began, citing a “Political witch hunt by external forces  ” using the committee as their puppet to settle political wars.

Both UDA and ODM MCAs have on the floor and outside the Assembly lambasted the Speaker for leading the rejection of the nominees over “unsatisfactory and vexatious” reasons and ignoring the principles that led to the nomination of the three.

Earlier, Governor Lenku said the nominations from Kajiado North were done to serve inclusivity, regional balancing, and Gender and Youth interests. “If you look at them, you can see how they are fitting into our way of ensuring we observe various interests,” said Governor Lenku.

Several UDA MCAs who spoke to Nation in confidence to avoid party reprisals heavily condemned the manner in which the names were hounded out.

“Pursuant to section 7(8) and section 8 of the Public Appointments Act 2017 and section 35(3) of the county government act 2012, the committee observed that the following nominees met the integrity threshold but did not demonstrate knowledge of topical, administrative and technical issues touching on the portfolios to which they were nominated, “read part of the report.

Adding that:”…as well as demonstrating the requisite abilities and experience to be approved for appointment to the department they have been they have been nominated to,”

The report further clarified the three scored below the committee 70 percent pass mark.

Oloolua MCA Eli Gor led the Azimio colleagues at the committee in penning a minority report that supported the reinstatement of the nominees.

Gor, Minority Leader Isaac  Kiresian, Bernard Moloma (Kenyawa Poka) and nominated MCA Judy Nkaabata accused the Assembly leadership of bending to “external partisan political interests” at the expense of a fair evaluation of nominees.

Moloma warned the Speaker that the ill-fated rejection would soon haunt them for the injustice.

With the rejection of the three executive nominees, Governor Lenku’s cabinet remains incomplete picking three CECMs to hold acting capacities in affected departments.

Lenku retained Seven of his first-term ministers who were not subjected to the assembly approval.
