Lonyangapuo on the spot over concealed items intended for landslide victims

West Pokot Governor Simon Kachapin has discovered humanitarian relief goods intended for landslide victims that his predecessor John Lonyangapuo allegedly concealed and did not distribute to affected families.

Floods and landslides devastated residents of Nyarkulian, Tamkal, and Parua villages in the County in 2019, killing over 50 people, including children, who were swept away by the surging deluge. Thousands of people were displaced.

According to the Kachapin, numerous items were taken and redirected for other purposes, resulting in the true victims receiving no humanitarian relief.

Three years later, a large portion of the humanitarian commodities intended for victims from donors and organizations have still to be delivered.

The much-needed relief which includes clothing, water tanks, and mattresses has been laying at the governor’s mansion in the meanwhile.

The County boss, who led journalists to the Governor’s mansion in Kapenguria on Thursday and showed them the remaining items, claimed that some of them had been stolen and diverted for other uses.

“It was a shame for Lonyangapuo to act in such a manner. It is disheartening, appalling and despicable that even iron sheets were diverted. The items were labeled belonging to landslides victims,” he said.

He said that diverting items for people who are suffering was unethical for a public servant.

“This shows how rotten the government we inherited. It has gone low to even hide donations and budgetary allocations. We have seen more than 30 bundles of clothes.

Mr Kachapin said that Prof Lonyangapuo, who was defeated in the last polls, is the one to be blamed for the mess.

“I thank the Kenya Red Cross for working well. I remember I was a CAS in the ministry of energy and we donated Ksh 3 million,” he said.

He questioned local MPs and previous County Assembly members for failing to provide effective oversight in the county.

“We must do an oversight role to make sure the things must go to their intended purpose. This is an amoral issue and I leave it to the public. If your full consent can allow you to act in such a manner it is wrong. Where were the Mcas when the items were stolen? He asked.

The Governor said that the remaining items will be taken to the landslide victims.

“I will discuss with MCAs and I have directed that the same be delivered to the displaced families, whose houses were also extensively damaged by the heavy rains and subsequent landslides,” he said.

However, a top disaster department official in the Lonyangapuo administration who requested anonymity denied the allegations of theft and diverting of the items. He said that victims benefited from the humanitarian aid.

“The items were taken to the victims in phases. We were unable to take the tanks because of poor infrastructure in the areas but the victims are aware that their items are there,” he said.
